The government has also included entrepreneurship and industrial development among the five transformative sectors of the budget. In the budget for the next financial year announced on Tuesday, it is mentioned that the youth generation will increase skilled knowledge, skills, innovation and entrepreneurship. The primary comment from the stakeholders is that the programs announced for new entrepreneurs or startups are positive and in line with the recently released National Startup Enterprise Policy-080.

The budget statement said that an ecosystem for startups and innovation will be developed to increase youth participation in entrepreneurship. From providing employment training and fellowships to the youth, the issue of setting up a startup fund to address the financial needs of startup entrepreneurs has found a place in the budget. According to Finance Minister Barshman Pun, the government is going to set up a Nepal startup fund worth 1 billion. Pun informed through the budget speech that a start up board will be formed to facilitate and regulate startup entrepreneurs. 

It is also mentioned in the startup policy that the Nepal Startup Board will be formed under the coordination of the executive head of the Industrial Business Development Foundation. It has been said in the budget that 'Business Incubation Center' will be run in every province to transform the entrepreneurial thinking of the youth into business. It is not clear whether the center will be operated with the funds of the startup fund or whether the ministry will provide a separate budget for it, said Juna Mathema, president of the startup forum of the Federation of Nepalese Industries and Commerce. 

"Since the incubation center also needs infrastructure, a separate budget should be provided for this," she said, "There should be a procedure on how or on what basis the amount of the startup fund is allocated." Along with incubation centers, schemes like providing free workstation space, information technology hubs and knowledge parks are also important for startup promotion.' 

Presenting the Economic Bill in the Joint House of Parliament, Minister Pun announced that at least one lakh youths would be guaranteed employment by conducting the 'Youth Mobilization in Nation Building' program. ``I have allocated 3 billion rupees for this program,'' he said.

In addition, arrangements will be made to invest in the securities unit of private equity funds and venture capital funds focusing on young entrepreneurs. He also claimed that job opportunities will be created in the country by making the labor force skilled and professional. "Job bank will be established and an integrated record of employment information will be prepared," he said. The government plans to

Along with this, it is mentioned in the budget that a national conference of young women will be organized next year to discuss and interact with the needs, challenges and opportunities of young women at the national level.
