Khanal, 55, has completed his bachelor's degree. He started his political journey by entering student politics at the age of 14. He started active politics through the Nepal Students' Union (Nevisungh). He became the district president of Nevisungh Nawalparasi in 2050.
After that, Khanal has been continuously active in the organization building and party activities of the Nepali Congress. Khanal, who won the election of a member of the Constituent Assembly in 2070, became the runner-up in the provincial assembly elections in 2074.
Due to his active role in the party organization, Khanal was elected as the Lumbini Provincial General Secretary from the 14th General Convention of the Nepali Congress.
Khanal, who had wanted to contest the House of Representatives election in Constituency No. 1 of the district, became dissatisfied after Congress leader Binod Chaudhary got the ticket and contested the election from the Rashtriya Swayamsevak Sangh (RSS).
Khanal won by a margin of 35,739 votes over Nepali Congress candidate Binod Kumar Chaudhary. The victorious Khanal received 45,241 votes while Chaudhary received 9,502 votes. UML's Ram Prasad Pandey received 7,956 votes and Janata Samajwadi Party Nepal's Hridayesh Tripathi received 7,832 votes.
