Thori Rural Municipality, formed on 27 Falgun 2073 by merging the three VDCs of Suvarnapur, Nirmalbasti, and Thori, was behind other municipalities in the district in every way. But recently, its identity has been changing.
The municipality is doing exemplary work in the education and health sectors. In the performance evaluation conducted by the National Natural Resources and Finance Commission in 2081/082, Thori Rural Municipality has succeeded in becoming the best in the province.
Every year, a school enrollment campaign is conducted under the leadership of the municipality in the first and second weeks of Baisakh. The employees, students, and teachers of the rural municipality also participate in the campaign. During this, direct communication is also held between teachers and parents.
All 21 community schools in the municipality submit their progress reports to the rural municipality office every month. To solve the problems in those schools and formulate other plans, regular monthly meetings of stakeholders including the principal, the head of the rural municipality's educational division, and the chief administrative officer of the executive are held.
Efforts have been made to keep the infrastructure of all 21 community schools in the municipality organized. According to the performance evaluation results of the National Natural Resources and Finance Commission, the average net student enrollment rate for grades 1 to 8 in Thori in the fiscal year 2080/081 was 98.19 percent. That year, out of 1,768 school-age children in the municipality, 1,736 were enrolled in school.
The student retention rate in grade 9 in the rural municipality is also 90.4 percent. Out of 400 students enrolled in the municipal schools in the fiscal year 2079/080, the number of students in grade 9 in 2080/081 was 362.
Thori Rural Municipality Chief Administrative Officer Saroj Kumar Chaudhary says that new plans are being implemented in the current fiscal year to further improve the educational quality of the school and to retain students in school. ‘The municipality is in the final stages of providing diaries to teachers to prepare lesson plans and assign homework to students regularly,’ he says. ‘In other municipalities in the district, community school teachers are paid quarterly, but in Thori, arrangements have been made to pay salaries monthly.’ Local teacher Chiranjivi Sapkota says that both teachers and students are happy with the initiative being taken by the rural municipality.
The National Natural Resources and Finance Commission’s performance evaluation report states that access to services provided by health institutions in the rural municipality has reached most of the locals. In the fiscal year 2080/081, 315 out of a total of 355 pregnant women in the municipality (88.73 percent) underwent pregnancy check-ups four times. In the fiscal year 2080/081, the proportion of children up to 24 months of age who received full vaccination (BCG, polio, DPT, hepatitis, measles, rubella, Japanese encephalitis, TD) was 106.33 percent. Of the 521 children up to 24 months in the municipality, 554 were fully vaccinated. “The number is higher because children from Indian villages across the border have also been vaccinated at health institutions here,” says Chief Administrative Officer Chaudhary.
The rural municipality has three health posts, two basic health service centers, two community health units, 1 snakebite treatment center, three birthing centers, 1 telemedicine service for solving nose, ear, and throat problems, and two Ayurveda dispensaries.
Also making strides in tourism
Thori rural municipality, which borders India, has been becoming an attractive destination for Indian tourists. A large number of Indian tourists from Bihar and Uttar Pradesh in India visit Thori.
Large resorts and hotels have opened with the investment of local youth. The rural municipality office is preparing infrastructure to develop the Krishna Temple area in the beautiful settlement as a tourist destination. The municipality has also called for tenders to develop Goledanda as a tourist destination.
The federal government has allocated Rs 16 million for the construction of additional infrastructure in Ganeshman Park, which is famous as a 'picnic spot'. The Thute Khola, Sete Bhir, View Tower, Suspension Bridge, Red Hill, etc. in Thori Rural Municipality have been attracting tourists.
