Censorship in Rajaganj: Government afraid of Prime Minister's words

The screening of the film 'Rajaganj' was approaching. After the Central Film Review Committee (Censor Board) objected to some scenes and did not allow it, the director of the film, Deepak Rauniar, approached Jashkin. The film contained a clip of the speech given by the current Prime Minister KP Sharma Oli on August 23, 2072.

A clip of Oli's speech on 23 August 2072 was included in the film 'Rajaganj'. In which Oli targeted the leader of the Madhesh-centric party and said, "If two or three mangoes fall in our society, then the mangoes are said to be ripe, but it is not perfect by falling, it's just that you don't like the fall."

If creators are censored, they will stop creating, the critical consciousness of the society will be lost, it will lead the society to idolatry: Naveen Subba, Director  It is time to solve the problem of

censors, it is a situation that restricts the creators from thinking: Dayahang Rai, actor

But the Censor Board chairman had not seen the film, and on the basis of reading the script, scolded the director Rauniar and ordered him to remove the clip. No matter how much I begged him, he did not watch the film. I had to beg a lot. He accused him of trying to incite communalism," said Rauniyar in a press conference held at Mandala Theater in Thapagaon on Thursday.

In 2072, the country was in the process of making a constitution. Some Madhesh parties left the Constituent Assembly. Targeting those who left the Constituent Assembly, Oli called it 'fallen mangoes'. There is a discussion in our society that mangoes have grown in abundance, if two or three mangoes fall, then it is said that the mangoes are ripe, but they are not ripe. There are two or three waterfalls. It's just that he didn't like it,' Oli said. At that time, Oli's speech became controversial. Many considered his comments insensitive. The same 'clip' was included in the film 'Rajaganj' by Rauniyar. Which is only used as a 'clue' in the story of the film.

But the Censor Board and the government are afraid of the clip included in the film, the filmmakers say. Rauniar asks, 'How can a speech from 9 years ago incite communalism? Which law did we break?' After watching the film, the representative of the Censor Board suggested to get permission from Prime Minister Oli. Film director Naveen Subba is angry, "Politicians speak words that destroy society and destroy goodwill." Shouldn't they be censored? Are we slaves?'

Oli has made many such speeches, where there is no restraint in words. His speeches are such as to spread hatred in the society. Accusing and criticizing each other, not only 'fallen mangoes' but also 'rotten fallen leaves', 'evil', 'green snakes', 'rotten pavements' and 'unaged peuso', he has used a lot of rude and unlimited words. Director Subba says that the government is afraid of creative use of public speaking. He says, 'There is no sensor here. Only in movies. Why are we being subjected to censorship in the name of democracy in the country? It is a shame to say that our film is censored.' Rauniar says that the representatives of the

board had no answer to the question of which law was interpreted to be censored. After watching the film, there was no double argument. They could not explain the law,” says Rauniar.

Censor Board member Rishiraj Acharya insists that he works according to the rules and procedures. "Before taking any person's opinion, you need his permission. There is a sense that the Prime Minister said in the film what he said in a different context. That could not be done," he told Kantipur, "No one has the right to assassinate the character. Such controversies have happened before. We have to save from a possible accident.'

This incident is not the first film to be hit by censors

. There are many examples of filmmakers becoming innocent when scissors are used on their creations. While interacting with journalists on Friday, director Ganeshdev Pandey recalled the excesses committed by the Censor Board on his film 'Manjari'. There is a fight scene in the film. I have a heart problem sir, I could not watch. This scene should be cut. Others may also have heart problems,' says the Chairman of the Censor Board at that time, quoting Ganesh.

Then Ganesh, who made 'Gajabaza', had to face stress because of the name itself. The Film Development Board created a problem by objecting to the name itself. "I got sick in Gazabaza. I didn't make a film for a few years,'' he says. A few years ago he made 'Julebi'. The experience at that time also remained bitter. One scene of 'Julebi' was in Ratnapark. A slogan of 'Prachanda' was written there. A character would walk in front of the corn roasters under the banner. But that 'shot' was made to blur. More than that, the dirty joke they made on the character of a sex worker played by actress Suraksha Pant still haunts Ganesh. "They used slang words to explain why they played the character of a prostitute," he says, "and they made them cut out the word Maoist." The word "army" was not cut. In the experience of director Ganesh, those who were there did not have any awareness of the film. He is surprised, the police asks for the script. And makes to cut the sin. The order above says.'' Ganesh wonders, 'Who is that person sitting on top?'

producer Ashok Sharma expresses his sorrow over the imposition of tyranny on the censors after the republic brought about by the people's fight for freedom. Director Manoj Pandit says that his film was the first to be hit by the censors after the Republic. At that time, Manoj's films 'Dasdhunga' and 'Badhashala' had already faced the censor's trouble. That  The

sequence continued to increase. "Every time the filmmaker is losing, the state is winning," says Pandit ironically. Shankar Pandey, the production manager of the

film, has taken the film to the censor board many times. He narrates, "Censor officials sit looking at their mobile phones during film screening. Later, they try to cause pain until they die. Director Vinod Poudel also faced this problem during the release of the film 'Bulbul'. After the release of the trailer, the Film Development Board issued a letter saying that "Bulbul" used abusive words. During the production of 'Bulbul', there was a rule that approval should be obtained when using police uniforms. The film included some scenes in which police officers were used. We released the word without removing it. At that time, they were threatened for not removing the words,' says director Paudel.

Director Kumar Bhattarai could not make the film 'Dasdhunga 2' after not getting the production license. Actor and producer Deepakraj Giri also has many such experiences. During 'Wada No 6', the representatives of the home were shocked to see the scene of stone pelting at the police. He objected and asked why he threw the stone. At that time, Deepak quipped that 'I will make a list of who will be hit and who will not be hit'. After the release of 'Chakka Panja 5', the cooperative workers gathered and protested against the word 'cooperative' in the scene. The censor also instructed to cut out the word by recalling that it had already been released. Deepak reminisces about the confusion on the pretext of censorship. He says, 'The formation process of the Censor Board is wrong. Only those who understand the film and have lived there should go there.

director Dipendra Lama also says that the word America used in the poem during the film 'Dukhi Atma' was censored. The parties who took the support of artists/creators during the mass movement now object to 'censoring' their creations. "Our government agencies are not progressive, but on the opposite path," says Lama.

now organized movement

Actor Dayahang Rai thinks it's time to put an end to this problem. There is a situation where the creator is restricted from thinking. We have to finish it,” he says. Director Manoj Pandit says that filmmakers will work against the terror of censorship throughout 2082. Our responsibility is to change the intention. We have to change our intentions and policies,” he says. Earlier, filmmakers did not speak out in an organized and loud voice against the restrictions on creation. Deepakraj suggests that now is the time to speak up in an organized way. "Early voices were not integrated. Now we have to look for a solution to it in an organized way,” he says.

Actress Reema Vishwakarma says the state's treatment of longtime filmmakers is shameful. She says, 'We should speak together against this.' Subba, the director of

, is worried, 'If creators are censored, they will stop creating. The critical consciousness of the society is lost. It will lead the society to idolatry.'

So now they will go to 'Fight to Finish', he says. Aiming at the government, he says, 'You should be prepared. We go into creative movement. Either the censor should get the right person or the structure should be scrapped.

Ashok Sharma advises filmmakers to go to the censor a month in advance "We become innocent near the release of the film. We can't fight. Let the manufacturers censor from a month ago. And let's fight,” he urges.

'Even the word Prime Minister was not allowed in the film': Deepak Rauniar, director, Rajaganj

I didn't even watch the movie for many days. They asked the censor board for the script. After sending the script, he started consulting based on that. There is more improvisation in the film than the script. Many scenes have been added. Some scenes have been reduced. A script is just a guidebook. Censor Board's job is not to censor scripts. On the basis of the script, the chairman of the Censor Board hypnotized me. I pleaded with him. I requested you to at least watch the movie. If you don't understand, comment on the movie. He did not watch the movie for many days. Did not argue after watching the movie.

What law did we break? We have already taken the rights to the video included in the film. When we asked what law we had broken, they could not explain the law. They accused me of trying to spread communalism. If what our Prime Minister said in a film like the one I have is trying to spread communalism, then why does it not affect the person speaking? The speech from 9 years ago is found in the media as much as possible. If it spreads communalism, he should be questioned, not me. What's more, the word Prime Minister cannot be pronounced! If the word Prime Minister cannot be uttered in the film, I am the son of the people, the son of the people should be able to ask questions. The film may not be made tomorrow. Any subject may not be raised. Today the word 'Prime Minister' cannot be used, tomorrow the minister, what else can't be pronounced! It may push us towards totalitarianism. The censor board has been removed from many countries.

My film is not for children. But it was not 'categorised'. A 'universal certificate' was given for all to see. The board did not do what it was supposed to do. We have invested crores in the film. At times like this one is afraid. No one took it upon themselves to ensure that we went to legal remedies. Finally had to surrender. Forced to censor. I don't feel like watching my own film after it has been censored.
