The ‘Commission of Inquiry into the Incidents of Bhadra 23 and 24, 2082’ submitted its report to Prime Minister Sushila Karki on Sunday, and the question of how it will be implemented has also come to the fore. How will the process of its implementation proceed and whether the Karki-led government will take further action based on the issues identified in the report or whether the new elected government will do the work has also come to the surface. Against this backdrop, here is a summary of Kantipur’s conversation with Home Minister Om Prakash Aryal:

The commission led by Gauri Bahadur Karki, formed to investigate the incidents of Bhadra 23 and 24, has submitted its report to the government. When will the implementation of this report begin?

The government formed the commission under the leadership of former Special Court Chairman Gauri Bahadur Karki to investigate the Genji agitation and protests on Bhadra 23 and 24, based on a decision of the Council of Ministers. Now the work of implementing it is also the responsibility of the Council of Ministers. Therefore, the report is initially accepted by the Council of Ministers and implementation begins. Understanding the report, Prime Minister Sushila Karki has said that it will be implemented and made public. A decision on it will be made only after it reaches the Council of Ministers.

Does this commission's report have to reach the Council of Ministers for it to be made public?

Yes. Today, the commission officials have submitted the report at the Prime Minister's level. Now, after reaching the Council of Ministers and studying it, the government will approve it and accept it, and the process of making it public will begin.

Will the government study and implement the report before making it public?

It is not appropriate to take any action on the report right now. Because the government has accepted it after the Council of Ministers approves it. After that, it will be easier to carry out other processes. After the 21 Falgun elections, a new mandate has come to the country. The government cannot ignore that either. Similarly, some policy decisions may have to be taken in this commission's report. It is not possible to say what is there because it has not been studied now. But if there is a situation where a policy decision has to be made, there may be a controversy if the government has a new mandate and has fulfilled its election responsibilities. Therefore, it is premature to comment on this issue now.

In the past, such commissions were formed, but the government did not make the reports public, but kept them hidden. Do people still suspect that the same thing will happen?

The report is made for implementation. After it is made, it should also be made public. It will now be taken to the Council of Ministers for approval, and the government can work on what can be implemented, based on its situation.

In the past, when you were out, you raised the issue of impunity and human rights. If this report is not implemented, will impunity not continue?

There can be no question about the implementation of the report of the investigation commission. This report will be implemented. I have been saying from the past that the government is not in favor of impunity. My position on this is the same.
