We made a good constitution. The question of the implementation of that constitution has been raised. We arranged for federalism, but was federalism implemented or not? We arranged economic development, was it implemented or not? These things have been raised.

What I say about this is that it has been a decade since the constitution was promulgated. Some provisions of the constitution have been implemented and operational. There has been some delay in the implementation and operation of some arrangements. It's about time . That matter should be taken very seriously and other arrangements should also be implemented .  Like

, the Constitution provides political rights . Builds political institutions. Distributes political rights . Those things have been implemented well. But the implementation of issues related to economic prosperity has been delayed. It's about time . The international situation has added challenges due to various reasons including the economic recession around the world, including the Covid-19. But now we have to move forward without delay. 

Recently, the interest that has come about the formation of this government is that this government had to be formed in a specific political situation. The government of the current coalition has been formed with the main objective of stabilizing the government and moving forward from the situation where the Prime Minister has to deal with issues of trust and distrust in 2/3 months and the government is unstable. Now the government has done everything wrongly, rather than not doing anything right, it is not reaching the right place . The government has messed up everything, it doesn't seem right that there is nothing left to do. For that reason, it is necessary to discuss some good works. If there are bad things, they should also be corrected.

Sometimes we overdo two things . One is the angle that there is nothing wrong, and the other is the angle that nothing has happened, just that something is wrong. If you go to two sides and talk, it will be a bit awkward . So the balance is that some good things have gone a little bit further, are happening, which results . Some weaknesses have also appeared, they should be corrected . 

For example, it is almost 8 and a half months since the formation of this government . We have prioritized legal and policy reforms. For example: the matter of good governance . Some legal changes have been made to speed up, simplify and facilitate service delivery, and to ensure good governance. Some ordinances have come recently. In the same way, ordinances have come to increase economic prosperity and economic activity and to ensure the professional base . Now the Ordinance has been approved and the replacement Bill has moved forward. This government has moved ahead with legal and policy reforms. Which has made the private sector relatively excited. The private sector is looking for it to be implemented as soon as possible.

Now the matter of police adjustment has come . Our constitution has said that there will be a police system in the province as well. But there are prerequisites for adjusting the police than what the situation is. For that too, legal reforms and policy arrangements had to be made . We are working on that too. After the formation of this government, the Ministry of Home Affairs has immediately presented a new bill to the Parliament to make the Nepal Police Act, 2012 a new law after 69 years.

We called this police adjustment after the promulgation of this constitution. Honorable Chief Ministers used to say the same thing when they spoke. The Union Home Minister will say the same thing when he speaks. The police will say the same, others will say the same . But there was a law in Nepal called Nepal Police Act 2012. That law was saying that there is only one policeman in the union. We didn't amend that law, but we kept on making speeches a lot . We made the Adjustment Act . We made the Union and State Police Coordination and Operations Act. But the original police service law was not changed. Now we have changed it and moved forward. Who said that now the union and the state are in both places, the organization is not only in one place. 

The government is working on an agenda of legal and policy reforms. While saying this, what I do not urge is that the government has messed everything up. It is not that there is nothing left to do well. There are weaknesses of the government. The government also has limits, conditions, and economic conditions to work. Because of that, there are some weaknesses. It should be improved and taken. 

learning means people doing the work . Weaknesses are going to be fixed . I think we will reach the right place that way . 

Now sometimes something happens if the rice contains 2/4 of the beans . It will happen even if it is shown and explained that everything is true. But if it is said that there is more rice, there are also some seeds, it is easy to pick those seeds and throw them away . Now if you see all the seeds, you have to throw away all the rice . If you see all the rice, you can't throw the seeds again . That's why there is rice. It also contains seeds. They should be picked up and thrown away and made into good rice. 

Now the system is being talked about in the streets and in the House. Our scholarly society is . I don't need to explain too much . Sometimes a question arises – what did democracy give? The question arises, what does democracy give? What I am saying is that democracy gives you the right to question yourself. Ask me what is the most beautiful thing about democracy. You can ask questions. What did the constitution give? This constitution is the constitution that can be questioned. It can be said that it is wrong . This is the beauty of democracy. Because it happened, it can be said that it is right and wrong. Now some friends ask what they can eat and say . If we connect the question only with breakfast and dinner, things are different . But need food . Today, the development of human civilization has reached this stage, and the biggest thing behind it is the question. Something happened, why did it happen ? No, why not ? That question has brought human civilization here .

An apple seed fell from an apple tree . The question of why it fell has led science here . So the question is the biggest thing . The biggest thing democracy gives is to ask questions.

Today we are questioning democracy. We are questioning the constitution. Has anyone gone to jail for asking questions to the president, the prime minister and the government? Is anyone in jail? Is a person a prisoner of faith? No . Yes, democracy gives the ability to question.

Next is the matter of good governance . He has questioned the government, which is justified. It has been 8 and a half months since the formation of the government. This period is not enough time to answer all the unanswered questions . The matter of gray-list has been raised. This country is not on the gray list because of these eight months. Again, I don't want to escape by blaming others. We are in the government. This party, that party, sometimes the opposition and sometimes we are in the government . 

We have problems with gray list and corruption. We have made a law but its implementation is seen as a big challenge. Some laws should be implemented in the province but have not been implemented.

For that reason, the questions raised on the street should also be answered properly . We must respond by acting . Should be answered theoretically . That's why we've developed good talking practices during this period . The private sector is excited. There is some problem with implementation . We will fix that too and make it more exciting . Where there is a problem, we move forward. The problem is . As for the gray list, we have also taken it seriously. There have been some bills regarding maintaining good governance. There is talk of making more laws. Everything can't happen in 8 and a half months . Not happened . I accept this. A good thing has happened . There is no damage or destruction. So let's hope for better things to come.
