During the inauguration of the 11th General Convention of the UML, Gyawali said that the party will continue to move forward in any situation. Gyawali said that Nepal is in a situation as if a powerful country had attacked it on Bhadra 24. 'We are organizing the General Convention in a challenging situation. Three months ago, the country faced an unimaginable devastating situation. After the Sugauli Treaty of 1826, the country did not have to fight a war. But on Bhadra 24, the scene of Kathmandu and other major urban centers was such that a powerful country was bombing and destroying Nepal, creating an unimaginable situation,' he said.

He said that after the Gen-G movement of Bhadra 23 and 24, the people's elected government collapsed and the institution of people's representatives was also dissolved. 'The people's elected government collapsed. The House of Representatives, the place of people's representatives, was dissolved. "The rule of law has been replaced by anarchy," he said. Gyawali said that those in power are currently running anarchy and that warnings are being issued even when they speak out against or criticize them. Gyawali expressed dissatisfaction over the statement that the old parties, leaders and UML are over. He said that the UML general convention has given a message that the UML is continuously moving forward and growing.
