Former Chief Justice Sushila Karki became the Prime Minister on 27 August after the Gen-G movement and demonstrations of 23-24 August. With the second extension of October 6, the Council of Ministers has become eight members. 10 years after the promulgation of the constitution, the ninth government was formed under the leadership of Karki. Along with this, in the 10 years after the promulgation of the constitution, 4 people became the prime minister 9 times in the country. 285 people became ministers 384 times.
Before Karki came, Congress President Sher Bahadur Deuba, UML President KP Sharma Oli and Maoist Center President Pushpa Kamal Dahal were in rotation. After the promulgation of the constitution, Oli became the prime minister four times, Deuba twice and Dahal twice.
Dissatisfaction in the society increased due to the repetition of old faces and old ways of working. It also energized the Zen-G movement. If we look at the federal and state governments formed after the promulgation of the constitution, it is clear that our power structure has turned into a factory for producing ministers.
Federal government: 9 governments in 10 years
Had it not been for the Gen-G rebellion on 23 and 24 August, KP Sharma Oli would have been the prime minister. And in June 2083, he was giving a speech saying that he would hand over power to Congress President Sher Bahadur Deuba.
If the agreement reached between Deuba and Oli on 17 June 2081 was somehow broken, the Chairman of the Maoist Center Pushpa Kamal Dahal could have become the Prime Minister or Deuba or Oli could have become the Prime Minister with his support. Thus, the country would get the same person as the Prime Minister, who would have been dismissed only a few months ago.
In this way, the number of Prime Ministers and Ministers is increasing due to the change of government in one/two years. The first government after the promulgation of the Constitution was formed under the leadership of KP Sharma Oli. He became the Prime Minister for the first time on 24 October 2072.
He became the prime minister on the 21st day after the promulgation of the constitution, and during his tenure, 42 ministers were appointed with him. Similarly, during the tenure of Pushpa Kamal Dahal, who became the Prime Minister on July 19, 2073, 43 ministers were appointed along with him. During the tenure of Sher Bahadur Deuba, who became the Prime Minister on May 23, 2074, 64 ministers were appointed. After the election of 2074, KP Sharma Oli became the Prime Minister for the second time. Oli, who became the Prime Minister from February 3, 2074 to May 27, 2078, made 49 ministers including himself. He became the Prime Minister for the third time on May 30, 2078 and made 45 ministers including himself. His third term lasted only two months.
Deuba became the Prime Minister again on June 29, 2078. Deuba, who became the Prime Minister until January 10, 2079, made 33 ministers including himself. Pushpa Kamal Dahal, who became the Prime Minister for the third term on December 10, 2079, made 56 ministers including himself. Oli, who was appointed as the Prime Minister for the third term on 30 June 2081, appointed 27 ministers including himself. Some people have become ministers many times. Its strong reference is, Vishnu Paudel. Poudel was the finance minister until Prime Minister KP Sharma Oli resigned on 24 August. He has become a minister for the fifth time since the promulgation of the constitution. In the Oli government formed after the promulgation of the constitution, he became the finance minister from October 19, 2072. After that, he became the finance minister in the Oli government on October 28, 2077, May 31, 2078 and June 31, 2081. Koshi Pradesh: 62 people ministered 92 times
After the formation of the Koshi Pradesh Assembly in 2074, 3 Chief Ministers became from this province - Sherdhan Rai, Bhim Acharya and Rajendra Kumar Rai. Sher Dhan made 13 ministers including himself. 13 people became ministers 14 times during his tenure as Tank Ambuhang Limbu was made minister again and again. Similarly, Bhim Acharya made 8 ministers including himself and Rajendra Kumar Rai made 14 ministers including himself. In this way, 34 people including the Chief Minister became ministers 36 times during the first term of the Koshi State Assembly. Hikmat Karki is the current Chief Minister of Koshi. He has become the chief minister three times during this term of the state assembly. He was appointed Chief Minister on 24th December 2079, 22nd August 2080 and 27th Baisakh 2081. Karki was also a member of the Provincial Assembly formed in 2074. He also became a minister in the Sherdhan Rai-led government.
After the 2079 elections, the most unstable governments have been formed in this province. According to which, three leaders (Hikmat Karki, Uddhav Thapa and Kedar Karki) have been appointed Chief Minister 6 times. Hikmat 3, Uddhav 2 and Kedar 1 time appointed Chief Minister.
Hikmat made 7 ministers including himself in the first term and 9 people including him in the second term. In the third term, 15 have become ministers. Initially, he formed the government in collaboration with the Maoists and later collaborated with the Congress. Uddhav Thapa made 6/6 ministers including himself in both terms. In the second term of the provincial assembly, three people have become the chief ministers of Bagmati province – Shalikram Jamkattel, Bahadur Singh Lama and Indra Baniyan. Shalikram Jamkattel, who was appointed Chief Minister on 25th January 2079, appointed 21 ministers including himself. Bahadur Singh Lama, who was appointed as the Chief Minister on July 8, 2081, appointed 18 ministers along with himself. Khagraj Adhikari was appointed Chief Minister for the first time on 25 January 2079. At that time, he appointed 7 ministers including himself. Sudurpaschim Pradesh : 31 people 38 times minister
During the five-year tenure of the Sudurpaschim Pradesh Sabha formed in 2074, one person Trilochan Bhatt became the Chief Minister. He became the Chief Minister on February 3, 2074, but the main leadership of the government did not change during his tenure, but there was a major change in the power coalition.
Bhatt made 25 people including himself as ministers 27 times during his tenure. During Bhatt's tenure, Galg Bahadur Sodari and Prakash Bahadur Shah became ministers twice each.
