Stakeholders working in various fields have complained that the implementation of the constitution made on 3 October 2072 has not been effective even for 10 years and they have not been able to get basic facilities. They said that if the people running the state did not work honestly, they could not get good governance, employment and development according to the spirit of the constitution. Here are the opinions of some representative people of the seven provinces about the constitution:
'It didn't work to improve the standard of living'

Our constitution made by the people's representative is good, but the service provided through it has not reached the lower level . That's why people are disappointed. The result of that can be taken from the movement made by the young generation. The education sector has fallen from the past, there is no practical education . The kind of education that suits the society and is used here could not be implemented . The state of health seems even worse. Doctors are not found in the hospital, doctors are found and medicines are not found. Even for general treatment, the compulsion to go to big cities or India is the same. Residents of the hilly areas are still forced to die without treatment. There has been no increase in employment opportunities. Efforts made by the private sector in Rajgari have also failed due to agitations and vandalism. Businessmen are also afraid to increase investment . Employment for Nepalis is only one public service and another abroad.

'Everyone should be held accountable to protect the spirit of the constitution'

The constitution of 2072 clearly guaranteed women's political rights, due to which the head-deputy head system of different genders has been implemented in practice . Now the presence of women is not only numerical but qualitative in the decision-making process . In education, the 'Compulsory and Free Education Act' of 2075 ensured free education up to secondary level, which reduced out-of-school children . But the trend of charging fees in classes 11-12 has weakened the spirit of the Act. Mandatory commitment of social security fund towards employment has given minimum protection to the workers, although the private sector's laxity and lack of monitoring are challenges. However, progress in governance is not expected. Corruption, nepotism and unresponsive administration are hindering the achievement of the Constitution. Accountability of all parties must be increased to protect the essence of the constitution.
'Good governance could not be done'

After the coming of this constitution, many things were improved than before but not according to the demands of the people and the times. Plans have also reached villages. But good infrastructure according to the investment was not made. Attention was not paid to making the infrastructure according to the standards . It is a hilly village or a city, rather than making a strong and suitable infrastructure, there are budget-friendly and time-consuming tasks. Hope could not be raised in education as expected. It became difficult to improve the condition of government educational institutions. Jobs were not created . Government jobs were limited only to the army and police. It was not possible for the youth to stay in the country. The society envisioned by the constitution is not complete without good governance . Now it is necessary to pay attention to it.
'Disappointment erupted when the state's income was misused for self-interest'

After coming to the responsibility of the local level, political interference and corruption in public education increased . In speeches and talking about jobs, but the management and job creation according to the needs of the young generation is not happening. When nepotism and nepotism prevailed, people's tax abuse became more . In the health sector, the citizens of remote areas could not get normal medicine. Although a large list of free medicines was made, they could not reach everyone. It seems that the citizen's suffocation has erupted when the state's income is misused for self-interest in the name of procurement.
'Implementation side is thin, weak and lacks vision'

Constitution Looking at the state of implementation, it should be said from one side - the constitution was prepared according to the purpose, it seems that some progress has been made in the fields of education, health and employment . For example, health insurance programs have been implemented. Health centers have been managed at the local level, and urban health programs have been conducted. The question of counseling in the health sector has also started to arise. The issue of mental health has also started to be raised now. There seems to be some progress on that front . But overall, according to the spirit of the constitution, services should be given to rural communities, backward people, marginalized groups, women, children, and people with disabilities at the center. The constitution itself is excellent . But the constitution is only words written on paper, its implementation is done by the local level, state government, federal government and their subordinate bodies . But those bodies look different in their speech and behavior. When speaking, it sounds like everything has happened, but when looking at the implementation aspect, it takes months for citizens to get their rights. For example, the child's birth certificate. Birth registration is a birthright. It is easy for a child accepted by his parents, but the birth registration of a child whose parents are not accepted or who has no parents seems almost impossible. Even though there is a thing called compulsory school admission for those without birth certificate, the school does not take admission easily . Even if they get admission, they find it difficult to pass the 8th class and SEE exam . Likewise, children with disabilities or poor families still cannot get even a normal pen and paper. Although the Sustainable Development Goals say 'Leave No One Behind', most of the children are not able to get an education . Employment has become a bigger challenge. Most of the youth don't want to stay in the country . Even if they stay, they don't get the job they need. The youth should have the opportunity to study and earn, but our school-college runs from 10 am to 5 pm . In this way, the youth do not get the opportunity to work by studying only. If there was an arrangement where studying and working time could be adjusted, they could find self-employment or part-time employment. But due to lack of investment and environment for self-employment, that possibility is also blocked . Where investments have been made, only the big ones have benefited .
'We could not feel the development'

The constitution of Nepal is a world model for fundamental rights, civic duties, good governance, development and prosperity. All the governments are failing in its implementation. What we need is permanent peace, prosperity, good governance and transparent government. Even though the political parties are worker-oriented, we could not feel the development. Historical achievements were achieved politically and socially by the constitution, but the governments since then could not prepare the objective basis of a sustainable and prosperous economy to protect those achievements. Due to the failure to implement federalism, the local and state governments could not become strong, due to which neither economic prosperity was achieved nor the development infrastructure could reach the villages . Now the government after the next election should not fail to fulfill the needs of the people by forming a stable government.
The constitution became distribution-oriented rather than production-oriented

The present constitution is more progressive than the past and it should be shared by all as it was made by the Constituent Assembly . Everywhere in the constitution it is written that it is oriented towards socialism . It means that many are included . We Nepalis expected that there would be justice in the constitution that carries such importance. The distinction was not to be seen. There was an opportunity for advancement. The political revolution has already happened, now there will be an economic revolution. Now the country is moving towards prosperity. At least there would be satisfactory governance. But what happened was that they could not instill hope in the youth and Madhesh in the opportunity of justice, good governance, equality and progress. If it could not be done, the constitution appeared to be distribution-oriented rather than production-oriented . Rights are not more focused on duties . The executive became unstable . Why did the election system itself become such that the majority did not come? Party's autocracy in ticket distribution. Judiciary is very demoralized . In the process of formation, the process of party shadowing and parliamentary hearing was brought. The illiterate man started interviewing the judge. Therefore, the judiciary could not operate properly. Although the structure of the legislature was good, it could not be of good quality. The party will give the ticket . Tourist candidate will come . Money with negative power, muscles got priority . Institutions such as the authority to guard the country, vigilance center, and human rights commission became ineffective due to the party . Even though the system to be elected was kept in writing, it was not good in practice . Political colors are visible. In this constitution, illegal acts that happened in the past were considered valid. Impunity is not considered. That's why the current situation has happened. Parties became central to power rather than ideas. To make any formations for power . It was late to make the necessary laws and regulations to make the province effective . Therefore, it could not be a job to raise hope . They could not amend the constitution after 10 years. Couldn't make occasional revisions. Not even once was there an attempt to amend. It was rumored to happen now. But it couldn't be . The party could not pretend that the country is moving towards national prosperity, therefore it has to tolerate even a little injustice and injustice. The Second People's Movement of 062/63 brought the Republic, opened the door to federalism and secularism. But in practice, the same old political culture was maintained. In all these movements, the poor, disadvantaged, Dalits, women, Madhesi, tribals, farmers and laborers were in the forefront. But when it came to power, then that class was left behind. Opportunity, power and wealth again became limited in the hands of the same high-ranking, wealthy ones . This is the result of anger towards the persistence of inequality and the failure of the state system.
