The UML has blocked the entry of former President Bidya Devi Bhandari's membership dispute in the Legislative Assembly which will begin on Friday. UML has decided not to enter the convention as the central committee decided to keep Bhandari's membership renewal pending at the central secretariat meeting on Thursday.

The representatives are also divided due to the conflict that arose within the UML after Bhandari's membership renewal was stopped.

UML Deputy Secretary General Pradeep Gyawali said that since the dispute over former President Bhandari's membership is not an issue of the Legislative Assembly, it will not be discussed in the hall. No decision had to be made regarding the membership of the former president. The membership has not been duly renewed. There is no need to have a side or opposition in this, he said, this is not the subject of the agenda in the convention. "Issues raised in the Central Committee will be discussed in the Central Committee," he said. This is not good for him and the party. Giving or not giving party members is a matter of the central committee. Political, organizational and legislative issues will be discussed in the convention.'

He said that no one has different opinions on the three main documents to be presented in the convention. "There can be a discussion about the registered difference of opinion," he said. Senior Vice President Ishwar Pokharel, Vice President Yuvraj Gyawali and Surendra Pandey said that they should be able to present their difference of opinion in the convention on Thursday. The secretariat has decided to decide on the difference of opinion of Karn Thapa, a member of the standing committee registered at the central office.

Senior Vice President Pokharel expressed his written disagreement that it was wrong to keep Bhandari's membership in 'pending' at the meeting. The issue of Vidya Bhandari's membership cannot be stopped. It is wrong to prevent him from entering politics," he disagreed in writing. 

In the written dissenting opinion he submitted in the meeting regarding the entry of former president and former vice president of the party Bhandari into party politics and blocking of party members, it is said, "In the meeting of the central committee, the decision was made to revoke the party membership renewed by the central organization department of the former vice president/former president Comrade Bidya Devi Bhandari in early 2081, which was not even included in the agenda of the discussion." Vice President Ram Bahadur Thapa, Secretary Gokarn Bista and Yogesh Bhattarai were of the opinion that the Bhandari membership dispute should be resolved in a procedural manner. President Oli was of the opinion that if Bhandari comes to become a member procedurally, it can be discussed. The secretariat has approved the political, organizational and legislative drafts to be submitted to the convention. The representatives of the Congress have prepared to hold different opinions on issues such as the weakening of democracy within the party, the non-respect of different opinions according to the multi-party democracy of the people, the removal of the age limit and two-term provisions in the constitution. 

Standing committee member Karn Thapa registered his dissenting vote at the central office on Thursday itself. Thapa says, "I disagree with the removal of the two-term term and 70-year-old age limit from the law." The representatives selected in the last national convention will participate in the convention that will be inaugurated by President Oli on Friday. 2 thousand 26 representatives and 2 thousand 341 representatives of the Central Committee will participate in the convention. 

President Oli's proposal states that the political report will analyze the developed national/international situation and clarify the main challenges, the direction of the party and the workload. 

In his report, Oli has analyzed the Congress-UML coalition government, the upcoming tasks of UML, the strengths and weaknesses of the party. Analyzing the principles and actions of Nepal's political parties, it contains an analysis of the work to be done by UML.

"In the political report, a special political proposal to build the basis of socialism under the guidance of the people's multi-party democracy and to establish socialism with Nepali characteristics and a roadmap to advance the national aspirations of a prosperous Nepal and happy Nepali as the party's destination," UML said, "has directed to make party building as a decisive national power the center of work." In its constitution, UML has mandated a new arrangement in the party, including the provision of two party members, no age limit of 70 years, maintaining the party's district committee as an executive, a 251-member central committee, one-third of which is the politburo, and a standing committee of 15 central officials.
