Chief Secretary and Secretaries in Speaker's office demanding removal of cooling period

The Chief Secretary and Secretaries have approached the Speaker of the House of Representatives, Devraj Ghimire, demanding the removal of the 'cooling period'. Under the leadership of Chief Secretary Ek Narayan Aryal, the secretaries of various ministries have now reached Speaker Ghimire's office at Singha Darbar.

They have been giving delegation demanding not to put a 'cooling period' on the Civil Bill currently under discussion in the Parliament. The State Order and Good Governance Committee of the Parliament has passed the provision of keeping a 2-year 'cooling period' in the Civil Bill.

The parliamentarians came to the conclusion that a two-year 'cooling period' should be arranged in order to end the trend of taking appointments to various government positions including the Constitutional Commission by adjusting the political 'setting' since holding the position. The bill with the said provisions was unanimously passed by the State System and Good Governance Committee on May 2.

Due to which the chief secretary and secretaries are going door to door of the leaders demanding to remove the said arrangement. Earlier, they had met Prime Minister KP Sharma Oli at Singha Darbar and Congress President Sher Bahadur Deuba at Budhanilkanth and pressured them to remove the provision.

Parliamentarians of the ruling and opposition parties are in favor of implementing the system of 'cooling period' to remove administrative and political uncertainty. The secretaries are dissatisfied with the 'cooling period' of not getting constitutional, diplomatic and political appointments for two years after retiring from a high position in the civil service.
