According to the Auditor General's annual report, there has been an increase in unrest in the provinces due to violations of laws related to economic procedures and financial responsibility, arbitrary payment of salaries. According to the 62nd Annual Report of the Public Accounts on Wednesday, in the last fiscal year 080/081, the highest number of provinces is in Madhesh Province.

Mahalekha has mentioned that in the audit of 753 municipalities, the highest rate of malpractice was 3.5 percent in the municipality of Madhesh province and the lowest was 1.78 percent in the municipality of Lumbini province. The report pointed out that there are 4.29 billion 3.8 million beruji in 137 local levels of Koshi province.

Biratnagar has 2.8 million, Birganj metropolis 22.75 million, Bharatpur metropolis 10.2 million, Latitpur metropolis 5.55 million. Similarly, it is mentioned in the report of the General Account that there are 682 crores in Kathmandu metropolis and 500 million 43 lakhs in Pokhara metropolis.  The

report recommends controlling spending by transferring money in the year. According to the report, it was found that Lumbini transferred the most amount of 1.15 billion. Koshi transferred 91 million 9 million, Madhesh 10 million 2 million, Gandaki province 94 million, Karnali 4 million 48 million. 

The Accountant General has said that there are problems such as transfer of the funds of the plan to other titles without implementing the plans, spending more on unproductive and distributive programs, not following the procurement process according to the law, and not making sustainable plans. The Accountant General's report has emphasized on the creation of laws necessary for the work of the three levels of government to be transparent and effective. 

Federalism expert Khimlal Devkota said that good governance can be maintained only if the issues pointed out by the Accountant General's report every year are seriously implemented. The monitoring part has weakened due to the fact that there is more violence in Madhesh province and the local level there. The province's accounting committee and other relevant committees should emphasize monitoring, he said.

He says that the state and local levels should create an environment to follow financial discipline. The report of the General Accountant has clearly shown the room for improvement. Emphasis should be placed on implementation," he said.
