By-elections are being held for vacant positions at the local level on the 16th of November due to various reasons. Elections will be held on that day for a total of 44 vacant positions, including two chiefs of the district coordination committee, two village presidents, four vice presidents, one municipal chief, one deputy chief and 34 ward presidents.

According to the Election Commission, elections will be held for the posts of district coordination committee chiefs in Okhaldhunga and Kailali, Kirtipur municipality chief in Kathmandu, Nalgad municipality deputy chief in Jajarkot, Gramthan rural municipality in Morang and Mahabu rural municipality in Dailekh, Gourishankar rural municipality in Dolakha, Sarkegad rural municipality in Humla and Swamikartik Khapar rural municipality in Bajura.

Taplejung's Sirijanga Rural Municipality Ward No. 3, Jhapa's Kankai Municipality Ward No. 6, Tehrathum's Laliguras Municipality Ward No. 8, Sunsari's Gadhi Village Village Ward No. 6, Okhaldhunga's Molung Rural Municipality Ward No. 5, Udaipur's Triyuga Municipality Ward No. 12 and Belka Municipality Ward No. 9 , Dakneshwari Municipality Ward No. 1 and 4 of Saptari, Dhanushadham Municipality Ward No. 1 of Dhanusha, Ramgopalpur Municipality Ward No. 2 of Mahottari, Ishanath Municipality Ward No. 7 of Rautahat, Rajpur Municipality Ward No. 6 and Gadhimai Municipality Ward No. 8 will hold elections.&nbsp ;

Kirtipur Municipality Ward No. 1 and 4 of Kathmandu, Kathmandu Metropolitan City Ward No. 16, Kakani Rural Municipality Ward No. 2 of Nuwakot, Hetauda Municipality Ward No. 12 of Makwanpur, Gorkha Municipality Ward No. 5 of Gorkha, Musikot Municipality Ward No. 1 of Gulmi, Runtigadhi Ward Rural Municipality of Rolpa Suman Ghimire, information officer of the Commission, informed that the elections will be held for the post of Ward President of Ward No. 4, Thakurbaba Municipality Ward No. 4 of Bardia, Rukum (East) Putha Uttarganga Rural Municipality Ward No. 2 and Kapilvastu Suddhodhan Rural Municipality Ward No. 1.

Dailekh's Dullu Municipality Ward No. 13, Kalikot's Tilagufa Municipality Ward No. 4, Jajarkot Kushe Rural Municipality Ward No. 7, Dolpa's Tripurasundari Municipality Ward No. 5, Rukum (West) Saniveri Rural Municipality Ward No. 5, Bajhang's Surma Rural Municipality Ward No. 4, Doti's East Chowki Elections will be held for the post of Ward President of Rural Municipality Ward No. 6, Duhun Rural Municipality Ward No. 5 of Darchula and Bhimdatta Municipality Ward No. 6 of Kanchanpur. 

According to the Local Level Elections Act, 2073, the term of office of District Coordination Committee head, deputy head, rural village chairman, vice chairman, municipal head, deputy head and ward chairman has not expired and if his position is vacant for any reason and in case the term of office is more than one year remaining, the position shall be filled by by-election for the remainder of the term. There is an arrangement. 

Nomination registration on 2nd November

Nominations must be registered on 2nd November for the by-election. If nominations of candidates are registered at the election officer's office on November 2nd from 10 am to 5 pm, the list of candidates will be published on the same day from 5 pm to 6 pm.  According to the

commission, the political parties have been instructed to submit nomination papers in the local level elections held in 2079 in which a male candidate has been elected and a female candidate is in charge of the vacant position. 

Complaints against the candidates will be filed on November 3rd from 10 am to 3 pm, after 3 pm on the same day, nomination papers and complaints will be scrutinized and decided, and the list of candidates will be published from 5 to 6 pm on November 4th.

If the candidates can withdraw their names from 9 am to 1 pm on the 5th of November, then the final list will be published from 1 to 3 pm on the same day and the election symbols will be provided to the candidates from 3 to 5 pm. Voting will be held on November 16 from 7 am to 5 pm.

Which candidate gets to spend how much?

The Election Commission has determined the extent of the expenses that the candidate can incur from the date of registration of the candidate's nomination paper to the period of the announcement of the election result. Candidates for the post of head and deputy head of the municipality will be able to spend up to Rs.450,000, candidates for the post of village head and vice president will be able to spend up to Rs.350,000, and candidates for the head and deputy head of the district coordination committee will be able to spend up to Rs.50,000. 

Candidates for the post of Metropolitan Municipality Ward President can spend Rs 3 lakh, candidates for Municipal Ward President post can spend Rs 2 lakh and Rural Ward Presidents can spend Rs 150,000. 

Commission has appointed the election officer's office for the upcoming local level by-elections on 1st October. In the districts where by-elections are held, there will be an office of the chief election officer or election officer at the center of the relevant local level for the election of vacant municipal chiefs and deputy chiefs and village chiefs and deputy chiefs. The commission said that the office of the chief election officer or the election officer will be located at the center of the respective ward for the election of the ward president only.
