Congress Vice President and MP Dhanraj Gurung was found to have taken money from Meen Bahadur Gurung, the owner of Bhatbhateni supermarket, while repaying the loan taken from Miteri Cooperative in Lalitpur. After Gurung was released from the post of Law Minister for about 1 year, Dhanraj took 82 lakh 27 thousand rupees from Meen Bahadur through 6 cheques. Even when Dhanraj was the law minister, Meen Bahadur Lalita was fighting a case in various charges including the embezzlement of the residence land.

Dhanraj took a check of 14-14 lakh five and 12 lakh 26 thousand 914 rupees from the account in the name of Meen Bahadur Gurung in Nepal Investment Mega Bank. All these checks were deposited on behalf of Dhanraj in Miteri Sahakari on May 17. Similarly, on May 6, after paying another 8 lakh 98 thousand rupees, the cooperative said that Dhanraj's loan was paid.

Miteri Cooperative President Kumbharaj Gurung also confirmed that Dhanraj's loan was paid through checks from businessman Meen Bahadur. Meen Bahadur Gurung himself gave the check to pay the debt of Dhanraj Gurung. NIMB check was given," he said. "We told you to take the check and deposit it in our account. The bank has deposited it in our account.'

Conversation with Dhanraj Gurung: 'Is it said that the former minister cannot take loans?' At that time, a case had been registered against Meen Bahadur in the district court in the Lalita Niwas case. Even though the police launched an investigation against the accused including Meen Bahadur on the charges of organized crime and organized crime, the case was only prosecuted on the charge of organized crime. 

After the then Prime Minister Pushpa Kamal Dahal broke the cooperation with the Congress on February 21, 2080 and started sharing power with the UML, all the Congress ministers including Gurung left. Two months after that, i.e. on 17 Baisakh, Gurung seems to have taken the money from Meen Bahadur. After this issue became public, Dhanraj said to Kantipur, "I took money from Meen Bahadur Dai, but I took the loan by hiring a lawyer, writing a paper, keeping a witness, and signing two thumbprints on the paper. It is sad when people say why should you take a loan, why should you take a loan with someone, even after taking a loan on paper.' 

Although his name was linked to the co-operative savings embezzlement, he told Kantipur on August 29, 'I have sold the house and paid the loan of the co-operative.'' . No matter how much I paid, the debt did not decrease, the interest increased, the interest was added to the interest. And it should be around April 2081, the cooperative has paid 91 lakh 26 thousand 14 rupees, which has been reconciled, at once," he said at that time. 

This transaction, which took place within two months of the resignation of the Law Minister, who is responsible for bringing people involved in various offenses to justice and maintaining good governance, is considered 'suspicious'. However, Gurung said that even the prime minister and the minister cannot influence the independent court and said that the case against Meen Bahadur and the issue of the loan taken by him cannot be connected. "Because it was difficult to pay the loan, I took the money from Meen Bahadur Dai by paying 10 percent interest," he said. There is no sign of another law minister and I took a loan.' 

Meen Bahadur who was arrested on June 12, 2080 was released on bail on August 24. Similarly, the case filed against him on August 10, 2080 against 311 people in the case of Lalita Niwas' land lease is pending in the Kathmandu District Court. He was found guilty on February 3, 2080 in the Lalita Niwas corruption case filed by the Abuse of Authority Investigation Commission. A month before that, in January, Meen Bahadur was found guilty by the Supreme Court in the Bhatbhateni Supermarkets Karchli case, and it was decided that he should pay about one and a half billion in revenue to the state. 

The police did not investigate the questionable financial transactions with the businessman while he was in office since the misappropriation of the savings of Miteri Cooperative, which was joined by the vice chairman of the ruling party Congress, Gurung. While the Parliamentary Special Committee on Cooperative Fraud has also recommended an investigation on people including Dhanraj Gurung and Jyoti Gurung who were involved in misappropriating the savings of Miteri Cooperative. 

In the Miteri cooperative fraud case, initially on behalf of the cooperative, Jyoti Gurung, Dhanraj Gurung, Jyoti Bahadur Bhandari, Sujan Shakya, Hitman Thapa, Prakash Yadav, Dinesh Bhandari, Thar and Watan Nakhuleka Kripesh, Arjun, Tekendra and Saroj were involved in the investigation. A complaint was lodged with the Ministry of Cooperatives. Kumbharaj Gurung, the chairman of the cooperative, gave this to the CIB. For the second time, the Ministry of Cooperatives of Wagmati Province removed the names of Dhanraj Gurung and 5 others from the initial complaint and made only Jyoti Gurung, Jyoti Bahadur Bhandari, Sujan Shakya, Hitman Thapa and Prakash Yadav as defendants and filed a complaint with the CIB for investigation. The CIB has said that investigation is underway on both the first and the last complaint.

AIG Deepak Thapa, head of CIB, said that an investigation is being conducted regarding the misappropriation of savings of Miteri Cooperative and it will take more time to complete it. He also claimed that the questionable transactions between Dhanraj and Meen Bahadur will be brought under the scope of action as long as the evidence is available. "In the complaint about Miteri co-operative fraud, the names of the directors and employees of the co-operative are mentioned, Dhanraj Gurung's name does not appear in it, but even Gurung has been included in the investigation, and the investigation will be completed according to the facts and evidence," he said.

According to him, the CIB has issued a 'red notice' through Interpol against Jyoti Gurung, the general manager of the cooperative, and Jyoti Bahadur Bhandari, another person who embezzled the savings of Miteri Cooperative. Thapa said that a 'red notice' was issued against both before Dasain.

Miteri Cooperative is an organization started by the Lahures who retired from the British and Indian Army. Congress leader Gurung's wife Jyoti joined this cooperative on May 12, 2057 from an assistant level employee. After 2 months, on July 25, Jyoti became the accountant of the cooperative, senior accountant on May 4, 2070 and general manager on May 4, 2075.

After becoming the general manager, Jyoti Bahadur Bhandari started putting the money of the cooperative into the meter badge. Initially, Jyoti withdrew 30 lakh rupees from the cooperative and gave Jyoti Bhandari a loan for a week. Bhandari returned it by adding 5 lakh. It has also been revealed that Bhandari returned the amount by adding 10 lakhs the next week for giving 40 lakhs in the second phase. 6 million was returned for giving 5 million once. In this way, Jyoti had taken illegal benefits by putting the co-operative's money into the meter bank every week. 

As this process progressed, after he put Bhandari on a meter loan of around 3.5 million rupees, Bhandari absconded without returning the money, and the case of embezzlement came to the surface. According to leader Gurung's plan, he invested the cooperative's money in the meter bank, but after seeing that he would join it later, Gurung has been accused of 'suspicious divorce' with his wife Jyoti.
