Rekha Sharma, a Maoist leader who was given the responsibility of the same ministry after giving a speech to resign from the Ministry of Communication, has assumed the position after studying the situation of import and distribution of international internet bandwidth in Nepal, the possibility and relevance of bandwidth platform in Nepal and submitting a report within a month.
Maoist leader Rekha Sharma, who once spent a long prison life with torture in various barracks of the then Royal Nepali Army, has been acting as the spokesperson of the government for communication and information technology since last one year.
Sharma, who became famous after defeating CPN-UML General Secretary Shankar Pokharel in the Dang district parliamentary election, is a female leader who has been playing various roles in CPN-Maoist since the time of conflict. Sharma, who entered the Ministry of Communications a year ago with a commitment to make Nepal's electronic governance and cyber security technology-friendly, talked about her experience and future plans in Kantipur:
He has been in the Ministry of Communication and Information Technology for thirteen months. He took office for the second time . What will be different this year?
So far we have settled well . Basically, it is to initiate legal reforms. I will advance the laws that are in the pipeline . There are some new things to be done in the IT sector and we will implement them effectively.
Yesterday, we focused on making policies and laws. Now we insist on accepting it and going into implementation . By doing this, it is believed that mass communication and ICT sector will be restructured . There are some things that need to be done in terms of creating laws as soon as possible and cyber security, and there is a plan to move them forward.
When you assumed office last time, you said that you will organize e-governance and digital service delivery . Couldn't quite complete that?
We have taken many initiatives under our ministry. A strong confidence has been created that if service delivery can be digitized, whatever issues of irregularity and corruption arise, they can be ended . It should be implemented . Many places have been careless, they should be corrected.
Many cases of corruption have been seen in the telecommunication and information technology sector. They say that there has been a lot of irregularity in this area. How do you solve this ?
These events came out because we did research on this matter. We took the initiative to stop the irregularities that happened before. These are the things that came to the surface after we searched. Now, wherever we have come, moving forward from here, such tendencies will be discouraged and minimized.
What challenges did you have to face when you held the ministry last time?
No matter how hard we tried, there was an implementation problem . There has been a problem of either non-implementation or the appearance of bullying in the work that has been implemented. There was also a tendency to be afraid to take decisions. We don't ask anyone to take decisions outside of rules/laws . Therefore, we think that there should be no hesitation in the work that is done on legal basis . As long as the situation in the middle lasted, there was a lot of hesitation . There is a fear that something will happen as soon as the pen is pressed, there is a need to tear it, we tear it.
Nepal Telecom's license is expiring. The company has not paid the fee for the third renewal . There is political confusion regarding the fee for the new permit. Why could not clarify these issues?
There have been some discussions on this . They have submitted their proposals. The regulatory authority has already written a letter and said that the full payment must be made. Telecom has sent a proposal . This is also a subject to be connected with the Ministry of Finance. If the situation is possible by facilitating with finance and the Council of Ministers, we will facilitate . But if that is not possible, Telecom will pay the full fee . Telecom is not even in a condition to pay. The next cabinet will clarify the matter of obtaining a new permit after the 25-year period has expired.
