According to prison sources, Mahato and his group, who were running the internal administration of the prison while serving the prison sentence in the duty killing case, were illegally collecting money from the prisoners. Prisoners had complained verbally to the prison administration many times about this issue. However, a prisoner said that since there was no hearing from anywhere, a situation of clashes was created.
Mahato and Internal Administration Nike Indrajit Yadav, who were once in the same group, were recently divided into two groups . This clash took place between their groups.
Both of them are the same person, who in 2081 Kantipur news public with the scene of drinking alcohol and using a mobile phone inside the prison . It was also revealed that in this prison, everything that can be found outside, including drugs, is available for up to five times the price .
Similarly, issues such as prisoners being allowed to go out by paying money, extortion from prisoners in the name of phone, looting of prisoners by opening shops inside the prison, and collection of more than 20 lakhs per month by the janitor and the administration were also revealed. After the
news was published, the District Security Committee, under the direction of the Prison Management Department, formed a five-member investigation committee under the leadership of DSP Bishnu Prasad Soti of Nepal Police, including representatives of the prison and district administration. The committee spent one and a half months and submitted a 90-page report to the District Security Committee on December 4, 2081.

However, in spite of this, the investigation committee has suggested that the police, the prison staff and the prisoners who are running the internal administration of the prison should be transferred and action should be taken according to the law. However, this report has been reluctant to be made public so far. Not only is the reluctance to publish the
report, from the prison management department to the district authorities, even after eight months have passed since this report of the investigation committee was made, they have not shown any kind of vigilance in the implementation.
According to prison sources, the reason behind the change of three jailers in such a short period of time is their attempt to implement the report. An employee of Siraha Prison says that while trying to implement the report, the jailer is transferred from the prison management department. "The jailers are in trouble because of the report," he said, asking not to be named.

'After the news came with evidence, something was sure to happen, but the attitude and behavior of the administration seems very suspicious,' he said.
After this incident, the prisoners here have been living in more fear . An inmate says that there is a dispute in Siraha prison every five to seven days. "It turned out to be a big incident, but there are disputes here," said one prisoner, who did not want to be named.
Jailer Mahato claims that even if the prisoners are scared, there is no conflict situation now. "After the incident, it is natural for the prisoners to be afraid," he told Kantipur, "but there is no such dispute or incident."
The chief district officer of Siraha, Vishwaprakash Aryal, says that the clash took place while efforts were being made to implement the investigation report. "The incident happened while efforts were being made to implement the report," he said.
