The federal government has prioritized the infrastructure development of Karnali Province in the upcoming budget. Presenting the budget for the fiscal year 2083/84, Finance Minister Swarnim Wagle informed that Rs 1 billion has been allocated for the Surkhet-Jumla-Mugu-Gamgadhi road on the Karnali Highway. Finance Minister Wagle said that a feasibility study will be conducted for the tunnel from Mulsang in Jajarkot to Topla in Jumla and Chisapani-Babai to make life easier in Karnali.
The budget has allocated Rs 6.25 billion for the blacktop of 31 kilometers of gravel and Kaligandaki and Koshi corridors. Finance Minister Wagle said that arrangements have been made to promote herbal medicine, hydropower, tourism and mining activities in the Karnali Quadrangle from Mid-Hill Highway, Pushpalal Highway, Karnali Corridor, Bheri Corridor, Jumla to Rara and Phoksundo. According to him, 5.5 billion rupees have been allocated for irrigation projects of national pride, including the Bheri-Babai Diversion Project. He informed that budget arrangements have been made to carry out necessary work for petroleum extraction in Dailekh.
The government has announced the construction of at least 2,000-capacity indoor multipurpose stadiums in six other cities including Surkhet within the next 3 years. Similarly, budget arrangements have been made to operate an air ambulance service in Karnali Province, construct the Nalgad and Betan Karnali Hydropower Projects, establish an apple and walnut zone in Karnali, establish an animal quarantine in Hilsa, and establish an herbal production center in Karnali. Finance Minister Wagle informed that the necessary budget has been allocated to build physical infrastructure for the 10th National Games in Surkhet. According to him, budget arrangements have also been made for the upgrading of Rara Airport in Surkhet and Mugu.
Former Dean of Madhya Paschim University Pitambar Dhakal said that this government, like the previous government, has continued the old program in Karnali. ‘The budget did not address the expectations,’ he said, ‘No new big plans came, even old plans were addressed without opening the budget, which did not seem to change the standard of living of Karnali.’ Kamal Lamsal, associate professor at Madhya Paschim University, said that the budget has not been able to fulfill the expectations that were expected for Karnali. ‘The budget for most of the plans has not been made public, and no new and large strategic projects have been included for the transformation of Karnali,’ he said, ‘Many districts of Karnali have been left out in the budget, which does not seem to have much impact on the prosperity of Karnali.’
