Tulsi Gautam of Baglung Municipality-2, who had saved the income from running a tea shop in a cooperative, is stressed because he did not get the money back. Gautam, who was happy when he was arrested for co-operative fraud, became worried when there was no discussion about the return of the savings.
When Dev Kumar Nepali, the president of Image Savings and Credit Cooperative Organization fled after defrauding more than 2 billion, the victims requested the administration, police and political leadership to take the initiative to return the money. It has become more confusing that the victim will get the money after the president went to prison for the Nepali trial. Savers are under stress as there is no way to get back the money deposited in Khain Khai Cooperative.
After embezzlement of 1 billion 54 crore rupees of Image Cooperative, Chairman Nepali was absconding since 4th of May 2080 . Then the victim saver made several attempts to get the amount back . The president who was arrested before Dasain is in Nepali jail. But the savers are suffering for the refund .
'There were attempts to recover the debt by reorganizing the cooperative, and to return the savings by selling the property in the name of Nepali, but it was not legally possible,' said the victim Dil Bahadur Karki. It is not seen that it will happen. Those who are excited about the hope of getting back the savings in the frequent protests are now disappointed.
Pooja Sharma, another saver who operated a tea shop in Baglung municipality-2, questioned when her savings would be returned even if the president went to Nepali jail as a legal action. 'The hope of getting the money back has died, years of suffering have been wasted,' she said, 'the state did not try to understand the problem of victims like us.' . 1 thousand 543 savers filed a complaint against President Nepali on the charge of defrauding their savings. But none of them have been able to get the savings back . Sharma complained that even after auctioning the houses in the name of Nepalis, the demand to get back the savings was not heard.
Local Tara Bahadur Kunwar, along with the victim's complaint, filed a co-operative fraud case against 10 people including the president of Image Co-operative Nepali on 31st June 2080 . The order dated 4th of July had sent the manager and employees to prison for preliminary investigation.
The owners of the cooperative, Chitra Bahadur Bhandari, Narmat
and Budha, Shakti Kisan, Dor Bahadur Periyar and Anita Budhamgar have been arrested in this case. They have been remanded in custody by the order of District Court Baglung on July 4, 2080 . Bhandari, Budha and Kisan went to jail in July, while Pariyar and Budhamgar were arrested in the first week of January 2080 based on the same order and are in jail pending trial. The public prosecutor's office filed a case on charges of fraud of 1 billion 54 crore rupees . The chairman is also the head of Nepali Dhorpatan municipality. For committing the offenses mentioned in 'd', 'e', 'f', 'ch', 'j' and 't' of section 122 of the Cooperative Act 2074, to get compensation equal to the amount embezzled according to subsection 1 of section 124 of the said Act and Jail sentence has been demanded in the fraud case .
But the victim complained that he was confused as to when and by what process the said bago would be returned . Advocate Ram Sharma, who argued on behalf of President Nepali, said that if all the complainants return the case and auction the real estate, they can be paid quickly. "It is a long and impossible situation for the state to get the money of savers through auction," he said. President of High Court Bar Association Baglung Ramesh Bahadur Khadka says that a short way should be chosen for the refund of savers. For that, we should find a way to help the law through the joint initiative of all, and to find a way to benefit the savers as well .
