Physical Infrastructure and Transport Minister Kulman Ghising has made half a dozen decisions on Saturday to facilitate Dasain travel. Ghising, who is also the Minister of Energy, Water Resources and Irrigation and Urban Development, decided on 7 points to solve the road problem after discussion with stakeholders.
Minister Ghisingh has decided to allow passenger vehicles leaving Kathmandu to run through the Nagadhunga tunnel during Dasain and ban the operation of large vehicles (12 wheels and above) in Butwal-Narayangadh section during Dasain. However, the ministry said that arrangements will be made for the vehicles transporting essential materials including food grains to have continuous movement. He has also instructed the relevant agencies to listen to complaints about the road condition 24 hours a day and inform about its management, and arrange for immediate restoration in case of road blockages such as landslides.
As Dasain approaches, the problem of landslides affecting roads and highways in various parts of the country continues to be a problem. Vehicular movement has been halted since Friday due to a landslide in the Tuin river under the Narayangadh-Muglin road. On Saturday morning, a huge landslide has caused problems in evacuation. The road department says that it is difficult to operate the vehicles immediately due to landslides.
There is a problem of vehicles stopping and slipping due to hilly and muddy sections of Narayangadh-Butwal road. Due to a landslide in the Kodari section of the Araniko Highway, the road has not been operational, due to which the import of goods from Tatopani has stopped, containers have not been able to cross. Minister Ghising discussed with the Secretary of the Ministry of Physical Infrastructure and Transport, the Director General of the Transport Management Department, the Director General of the Road Department, the Nepal Police, and the officials of the National Federation of Nepal Transport Professionals to remove the road obstruction.
Director General of Roads Department Vijay Jaisi said that a decision will be taken after discussion with the relevant parties for the arrangements to allow public vehicles to enter through the Nagadhunga tunnel. "We will soon discuss this with the construction company and the consultant who is responsible for the construction of the tunnel," he said, "and then a decision will be made."
It has been decided from the discussion to request the Ministry of Home Affairs to instruct the Nepal Police to increase the number of police patrols and police to improve the security system in the new bus park of Kathmandu and various highways of the country. Minister Ghising has instructed the road department to manage the necessary materials and machines for the management of landslides in order to clean, repair and improve the main roads across the country. He has instructed to operate round-the-clock two-way traffic on the lower section.
Similarly, the department has been instructed to remove the obstacle (landslide) in the Tuin river of the Narayangadh-Muglin road section and bring the main road connecting the Tatopani border into operation before Dasain. Director General Jaisi said that there is no problem in the lower section. Landslides occurred at five places in the Kodari section of Arani highway, three landslides have been removed, two landslides are left to be removed, he said, "teams have been deployed, landslides are still falling in the Tuin river on the Narayangadh-Muglin road, the removal work is going on till Saturday evening."
He said that the road should be operated smoothly by arranging for all the employees not to take leave during the festival. He said, "We will make arrangements to leave the employees at the center and in the districts by rotating them. "If there are any problems, we will remove the landslides and repair the road immediately with the help of machines and technicians."
It has been decided to issue a public notice requesting citizens to travel only knowing the weather and road conditions. Minister Ghising has instructed to prepare a procedure/guideline for making public vehicles safe and technology-friendly by the Department of Transportation and submit them to the Ministry as soon as possible.
Narhari Tiwari, Deputy Director General of Transport Management Department, said that there was a discussion to improve the transport sector by taking it to a digital system. "There is a matter of strengthening the information system that informs what is the problem on the road, where it has happened," he said.
The road department has been instructed to manage the focal person in the control room so that it operates 24 hours a day to manage the road conditions and safety. Transport professionals estimate that around two million passengers will leave the valley during the festival. Now, as the campuses are closed, many travelers have gone out. Now the new bus park is crowded with passengers. Before the
, advance ticket booking was opened 15 days before the Ghatasthana. Saroj Sitaula, senior vice-president of the National Federation of Nepal Transport Professionals, said that it was not possible this time due to the country's situation. "The condition of the road is not good, police posts have been burnt in many places, there is no guarantee of security," he said, "so we cannot provide long-term ticket bookings, we will arrange to send passengers as many vehicles arrive in Kathmandu."
