The government is going to bring policies and programs from agricultural produce export promotion to agricultural credit. The Ministry of Agriculture and Livestock Development is going to bring such a policy in the policy and program of the next fiscal year to be presented on Friday.

There is a program to digitize the agricultural service system to make the services and facilities of the agricultural sector accessible and transparent. For this purpose, there is a policy to develop the capacity of agricultural technicians, technical and expert manpower with basic infrastructure at the local level.

"In order to improve the overall agriculture and animal husbandry sector, there is a plan to revise the subsidies given in insurance premiums according to time, expanding the scope of agricultural insurance from the upgrading of quarantine and laboratory services in the policy and program of 2082/83," the ministry source said, "The system of subsidy payment of insurance premiums will also be arranged through the provincial level."

The government has a program to strengthen the supply and distribution process of chemical fertilizers. Currently, although there is fertilizer in the government godown, the farmers are not able to get it easily because of the quota system, the government has a policy to make it easier. At the same time, the ministry said that soil quality, organic fertilizer production, use and agricultural production system will be encouraged. 

There is also a program of pesticide regulation that is unregulated. The Ministry has a policy and program to regulate pesticide import and uncontrolled use. 

"There is a program to expand the scope of pesticide testing on local produce, imported vegetables and fruits from encouraging the production and use of botanical and biological pesticides for safe agricultural production," the source said. There is also a program to emphasize the development and expansion of technology to reduce the damage caused by wild animals harmful to agriculture.

Ministry sources say that there is a program to emphasize the modernization and commercialization of agriculture, pointing out that it can be self-sufficient only by increasing the production and productivity of the agricultural sector. "There is a program to conduct special programs aimed at major crops, livestock and fisheries to strengthen food security and economic gains," the source said, "The program will be continued after the restructuring of the Prime Minister's Agriculture Modernization Project." is. 

Apart from these, there is a program to give priority to the protection and promotion of food and nutrition security, sustainable crops, seeds, breeds and technologies and agricultural biodiversity at the local level. Although it is good to hear the policy program announced by the government, experts say that the implementation aspect is very weak. They say that the agricultural sector has not improved due to the implementation of the declared program. 

Talking about the programs of the current financial year, there were many good programs. Even though there are plans for investment decade in agriculture, from food processing industry operation to self-sufficiency, it does not seem to be working from the implementation side,' former agriculture secretary Yogendra Karki said, 'In terms of the investment decade, there may have been some internal preparations but there was no high-level discussion. No decision was taken by the Cabinet. There was no seed production.' 

In the policy and program of the current fiscal year, the government said that the private sector will conduct the 'Partnership for Production and Employment' program in partnership with all three levels of cooperatives and communities to create jobs within the country. Restructuring the program of the agricultural sector in order to be self-sufficient in major food grains and vegetables and ensuring easy access to the means of production for the farmers before planting crops. 

It was said to implement the action plan for agricultural ecosystem improvement from production to marketing, to develop an agricultural system based on land use so that the interrelationship between agriculture, animal husbandry and forest is clear. More than one and a half dozen programs were announced, including the development of resource centers with the infrastructure of at least 1,000 cows and buffaloes in each province in collaboration with the three levels of government and the private sector. But most are limited to program announcements.
