The government has included Bhoomi Bank in its policies and programs for the next financial year. But the concept of land bank included by the government has not been formed. The concept of land bank created in 2077 has not been approved.
Announcing the policy and program of the financial year 2082/083, President Ramchandra Poudel said that the availability of land will be ensured through Bhumi Bank. "Ensuring the availability of land through the land bank, the project itself will be mortgaged and financial and other materials will be arranged through the local financial institution," it is mentioned in the policy and program.
The Land Use Act, 076 has made legal arrangements regarding land banks. But there is no mention of land bank in Land Use Regulations, 079. The regulation does not explain how to implement the legal provisions related to land bank.
The Ministry of Land Management, Cooperatives and Poverty Alleviation has said that the concept of land bank has not been introduced yet. Not only in the policies and programs of the coming financial year, but also in the budget of the financial year 077/78, the plan related to land bank was introduced.
Financial year 077/78 budget statement says, "With the help of the union, state and local levels, land bank units will be established in 300 municipalities in the coming year." And, other arrangements related to the land bank will be as specified.'
The idea of establishing a fund for the operation and management of the land bank at the local level through the concept of the
former minister Padma The was already done when there was a . The concept also mentions that 50 percent of the local level, 20 percent of the state and 30 percent of the federal government will be invested for the operation and management of the land bank. But the concept has not been accepted.
The government had announced in the financial year 077/78 to establish a land bank to bring barren and unused private land into use. The government made this announcement to increase productivity by bringing it into commercial use after the increase in the barrenness of private land throughout the country.
During the tenure of East Land Management Minister Aryal, the government tried to advance the Bhoomi Bank. Aryal brought the concept of land bank operation in 077. But not accepted yet. Spokesperson of the ministry Ganesh Bhatt said that the earlier concept was not approved and the new concept could not be created.
In the concept prepared by former minister Aryal, the purpose to beneficiaries and budget management are mentioned in the regulation, but what happens to the Bhoomi Bank is not mentioned in the regulation. The main objective of the land bank is to bring the barren land into production and to increase the production.
