Deepak Khadka was given the responsibility of the Ministry of Energy, Water Resources and Irrigation when the Nepal Electricity Authority was cutting the lines of 5 industries in the dedicated and trunk line arrears dispute. Since last June 25, while the authority has been cutting electricity to collect arrears, on June 31, Energy Minister Khadka took charge of the ministry and promised to solve the problems seen in relation to dedicated and trunk lines.

Soon after, on July 1, Energy Minister Khadka had a separate briefing with the executive director of the authority, Kulman Ghising, and the industrialists. On July 2, he again discussed with the authority leadership and industrialists. But with the authority and the industrialists remaining on their own stand, it was said that a representative discussion will be held between the industrialists and the authority on July 3. But there was no discussion between the industrialist and the representative of the authority. 

Last July 4, Prime Minister KP Sharma Oli called the industrialist and the executive director of the authority Ghising for a discussion. In the discussion, Prime Minister Oli gave verbal instructions to immediately connect the lines to the cut industries. But the executive director of the authority, Ghising, refused to connect the line, asking for a written letter saying that a decision should be made by the board of directors of the authority.  Soon after the

, the Electricity Regulatory Commission sent a letter to the Authority asking them to connect the electricity based on Section 13 and Sub-section 10 of Section 13 of the Electricity Consumer Interest Protection Directive, 080. Based on the written instructions of the commission, the board of directors of the authority decided to connect the electricity for the time being, saying that if the arrears are not paid within three months, they will take further action. 

On July 15, Khadka asked Bhakta Bahadur Pun and Kapil Acharya, members of the authority's board of directors, for a written explanation, who were in favor of not connecting electricity without paying dues. On July 18, the ministry removed Acharya and Pun from the authority's board members on the same day as the explanation was given. Soon after the

, on the writ filed by Acharya and Pun in the Supreme Court on July 23, on July 24, the bench of Judge Sunil Kumar Pokharel issued an interim order along with a show cause order in the name of the government. After Judge Pokharel issued an interim order not to implement Minister Khadka's decision, Acharya returned to work as a director. Along with this, the dedicated and trunk line dues dispute entered the Audit Committee meeting under the House of Representatives. The committee directed the authority to submit all details of time of day (TOD) meters of industrial establishments using dedicated and trunk lines. Authority has sent 30 documents of various decisions along with TOD. The committee has not decided on this matter either. 

On October 22, Energy Minister Khadka also asked Ghisingh, executive director of the authority, for details of 15 points. "Until now, the details of the work done by the authority are not in the ministry, so we have asked for it," Minister Khadka said. However, Ghising has not disclosed the details. But the three-month period given for connecting electricity to industries is also ending next Thursday. It is understood that Minister of Energy Khadka is trying to resolve the power cut dispute in the industries. 

Dedicated and trunk line arrears dispute is about to be resolved, even after 100 days of the tenure of Energy Minister Khadka, the dispute is still there. Energy Minister Khadka said that the issue of dedicated and trunk lines has not been worked out as it has reached the audit committee. "We could not work because the matter of dedicated and trunk line went to the audit committee, nothing happened," he said Even though it has passed, a historic agreement has been reached in electricity trade. After last 6 years of homework, on October 17, an agreement was signed between Nepal, India and Bangladesh to sell 40 megawatts of electricity. Nepal will get 6.40 cents per unit from Bangladesh for selling electricity. However, the electricity sales have not yet started due to pending technical procedures in India. Even though it was sold in Varu before, now electricity will be sold in dollars. 

On August 27, a performance agreement was signed between Prime Minister Oli and Energy Minister Khadka. According to the performance agreement, Khadka said that 98.5 percent of the work has been completed. "According to the agreement made with the Prime Minister, 98.5 percent of the work has been progressed, if the floods and landslides had not occurred in October, there would have been more progress," he said. Energy Minister Khadka said that from the progress of unfinished projects like Pancheshwar, Budhigandaki, the work of the stopped transmission lines of Rasuwagadhi, Madhyabhotekoshi and other projects has been progressed. 

Energy Development Roadmap and Action Plan 080 to produce 28,500 megawatts of electricity in the next 10 years was taken to the Cabinet by then Energy Minister Shakti Basnet. Minister Khadka said that further work has been done on the roadmap that came back from the Council of Ministers and sent to the Council of Ministers. "Electricity Act, Alternative Energy Act were discussed in the Infrastructure Development Committee of the Parliament, they are also being prepared to be sent to the Parliament," he said.
