The Nepali Congress started a peaceful Satyagraha movement in 2042 demanding multi-party democracy. While the movement was going on, bombs exploded in different parts of the country including Mulgate of Hotel Annapurna, Rashtriya Panchayat Bhawan at Sinhdabar, Narayanhiti Darbar. Some innocent civilians were killed in the bomb blast.

Ramraja Prasad Singh, who became a member of the National Panchayat after graduating in 2028, took responsibility for the bomb blast. He said that there should be an armed movement to remove the monarchy in the country.

Congress withdrew the Satyagraha movement after Singh took responsibility for the bomb blast. It was claimed that the Congress withdrew the movement for fear of causing distress by linking Satyagraha with bomb blasts and violent movements. After Ramraja took responsibility for the bomb blast, the panchayat sentenced him to death.

After the year 2028, Ramaraja was arrested and imprisoned under various pretexts. In the referendum of 2037, he helped the referendum by forming a multi-party populist front. He was living in exile in India after various cases and death sentences were passed by the Panchayat. 

Even after three years passed after the change of 2046, he did not return to Nepal and engage in open politics . There was also a case related to the drug ganja imposed on him by the panchayat government . He was demanding a republican state system.

He returned to Nepal from India on June 19, 2051, saying that his party has completed only 10 percent of the revolution and 90 percent is left. He spent 14 years in exile in India. Party Vice President Khemraj Mayalu and General Secretary Laxman Prasad Singh also returned to Nepal with him.

2046 . He used to argue from time to time that the Congress should not stop the peaceful movement of Satyagraha. He was of the opinion that the achievement of the multi-party system deprived the revolution of its full form . He said in the assembly, "I accept the responsibility of the 2042 bomb scandal, I feel ashamed that I had to attend without the end of the monarchy."
