The two largest parties in the Parliament, Congress and UML, made constitutional amendment the main political 'agenda' when they agreed on seven points for power cooperation on 17 June 2081. But even after a year has passed, nothing has been done regarding the amendment of the constitution.
Lately, it has stopped getting entry even in the informal discussions between the leaders of the alliance. A brief conversation with Nepali Congress spokesperson Prakasharan Mahat about the government's 1-year tenure :
How have you evaluated the one-year tenure of this coalition government?
The coalition government definitely tried to do some work during its one-year tenure. But on an overall review I think the results are mixed . This government was formed on the basis of seven-point consensus, where there were issues such as constitutional amendment . But that process has not progressed solidly till date.
As soon as the government is formed, it should be prioritized and the process should be started . We must admit weakness for not doing that. The first point of the seven-point consensus was constitutional amendment. A delay in the same means a serious question in the government's functioning.
How much was the government's service delivery according to the expectations of the people and how much was not?
This period was particularly weak in terms of service delivery and improving people's daily lives. Movements by organized groups have been addressed elsewhere. But unorganized, ordinary citizens—those who go daily to get services from places such as freight, traffic, administration, immigration offices—have not improved their experience. Bribes, hassles and delays still exist. These things are a big challenge in good governance. When there is no improvement in the service sector directly experienced by the people, it is easy for groups that do not believe in democracy or want to create an alternative side to make negative comments.
You are also a former finance minister, what kind of progress have you seen in the economic sector in one year?
There are some signs of improvement in the economic sector as well. In particular, efforts are being made to make the sluggish economy after the covid epidemic. But it seems that our state system—center, state, local at all three levels—is unable to spend with the priority of limited resources. The budget has been allocated, but the concrete results of that budget have not yet come. The tendency to scatter
s, the practice of releasing small amounts in unproductive areas, and the appearance of distribution in the name of expenses is still there . At the state level, the situation is even worse. At that level, "the mentality of doing what we like seems to prevail.
How comfortable or uncomfortable is it in the operation of the alliance?
The alliance culture is mutual trust and respect for each other's point of view. But even now, the doubt whether the alliance will remain stable or not is raised repeatedly. The decision-making process should be quick, transparent and with the participation of qualified people. But due to party beliefs, interests and divisions, especially in matters such as the governor's case, it is unnecessary The delay has created confusion.
I do not want to target anyone personally. But it is certain that Congress is uncomfortable in some places. We want this alliance to be successful, but we need a serious review of the country The biggest responsibility of the leadership is on the shoulders of the prime minister.
