Among the 19 office bearers elected from the UML 11th General Convention, men from the Khas Arya community have been seen to dominate. When the jumbo team of office bearers was elected, only one woman and one Dalit were included.

When KP Sharma Oli was elected as the chairman for the third term, five vice-chairmen were elected. But women were not included. The constitution and law have made provision for inclusive proportional representation of all castes and communities in every body of the state.
Out of 19 office bearers, 18 are men, or 94.74 percent, while only one woman, Padma Kumar Aryal, has been elected as secretary. Raghubir Mahaseth from the Madhesi community has been elected as deputy general secretary. Chhabilal Bishwakarma from the Dalit community has been re-elected as secretary.
Prithvisubba Gurung and Ram Bahadur Thapa Badal from the tribal community have been elected as vice-president and Sherdhan Rai as secretary. Based on the caste cluster, the Khas Arya community has the highest representation at 73.68 percent, followed by indigenous tribes at 15.79 percent, women, Madhesi and Dalit at 5.26 percent. The Tharu and Muslim communities were not included in the office bearers. When two groups were nominated by forming a panel, no candidates were fielded from these communities.
