Earlier, in the ninth general convention held in Kathmandu in 2071, Surendra Pandey was defeated by a narrow margin for the post of General Secretary. At that time, Ishwor Pokharel from the Oli panel and Pandey from the Nepal panel were competing for the post of General Secretary. Pokharel received 1036 votes while Pandey received 1030 votes. In the tenth general convention held in Sauraha in 2078, Pandey was elected as the vice-president from the Oli panel.
