The legislative convention of the ruling UML is starting at Godavari in Lalitpur on Friday. It is seen that the contradictions within the party will intensify this time in the legislative convention.

The controversy that started after the membership renewal of former President Bidya Devi Bhandari was put on 'pending' is going to reach the legislative convention. The Central Committee meeting on July 6 decided to bar Bhandari from active politics in UML. Vice President Yuvraj Gyawali, Surendra Pandey and Standing Committee member Karn Thapa wrote a 'Note of Dissent' in the Central Committee. 

Apart from these three leaders, other representatives have prepared to submit written disagreements in their own way in the convention. As her membership is pending, former President Bhandari has also prepared a written appeal to the convention representative. Bhandari is not invited to the convention. "Even though Bhandari has not been able to attend the convention, he has prepared to send a written appeal," said a leader close to him, "Other leaders are also prepared to have different opinions in their own way." 

General Secretary Shankar Pokharel said that the Central Secretariat meeting on Thursday will decide what to do with the different votes. He says that since the decision on the membership dispute of former President Bhandari has been made, it cannot be a topic of discussion in the Legislative Assembly. Two vice presidents Yuvraj Gyawali and Surendra Pandey have different opinions on the decision of the Central Committee regarding the membership of former President Bhandari. The secretariat meeting can decide on this," he said. "There can be a discussion in the convention if there are differences of opinion on political and legislative proposals." 

Political science professor Krishna Pokharel said that UML's conflict will intensify in the legislative convention. "As the Vidya Bhandari party is preparing to go into conflict, it doesn't seem like it will stop here, it seems that it will not give up its stand," he said, "The situation is different now than what happened to Bhim Rawal after he was defeated by Oli in the post of president. It doesn't seem like the subject of education is a whisper.' 

He says that Oli will manage the conflict only by feeling the pressure from the Bhandari side. How much pressure does Oligee feel? Conflict management depends on it. Oliji is the one who decides whether to reach an agreement or not,' he said, 'he is not in favor of reaching a point of agreement easily.'

UML's analysis is that political stability has been maintained after the power alliance between the first and second largest parties, Congress and UML. Head of Publicity Department Rajendra Gautam informed that 2026 delegates and 20341 delegates of 315 as organizers will participate in the convention. The delegates of the convention held in November 2078 will participate in it. 

Now there are two types of members in UML 

UML will now have two types of members. There is a provision in the draft law that those who must sit in the party committee must be organized and ordinary members are given to supporters. In the proposal regarding the amendment of the constitution to be presented by Vice President Paudel, two types of party members have been arranged in the party. 

According to the Propaganda Department Head Gautam, new arrangements have been proposed including removing the age limit of 70 years, maintaining the party's district committee as an executive, 251-member central committee, one-third of which will be the politburo and a standing committee of 15 central officials. It is also mentioned in the draft law that one woman should be mandatory in the office of the party committee. UML has also made the topic of theoretical and moral deviations in UML leaders and workers a subject of review.

The Bhandari faction is preparing to hold a different opinion

The original leadership of UML does not want to enter the membership dispute of former president Bhandari into the convention. But the Bhandari party has prepared to raise its vote in the convention hall anyway. General Secretary Pokharel has said that he can hold different opinions on the legislative draft, political and organizational reports in the convention.

They (the Vidya Paksha) should now obey the law, they have said that we will go to the Legislative Assembly and discuss it. After discussion, a decision is reached. After that, there is no need to argue again," he said. "They are just in a hurry to speak. Those who have a different opinion on our constitution can put it in the relevant convention if they want. The same thing is mentioned in the party regulations.'' They are talking and walking. Why did the party say it? no But there should be a forum to decide where to put different opinions. The decision-making forum has not come," he added, "It is rash to say that we could not hold a different opinion. If we don't get it, we have to say it using the method.' "We will keep our opinion in our own way," he said. There will be suggestions on some issues and different opinions on some issues. He said that there is a legal system for having different opinions in the party and it should not be prohibited. It is our practice and law to present our own point of view. It is customary to have suggestions, advice, different opinions in the convention or meeting," he added. 

General Secretary Pokharel alleged that former president Bhandari is trying to weaken the UML by coming into active politics. "Actually, I should not have wanted to enter politics. It is something he has to think about since he has become the president,' he added, 'but naturally those who try to weaken the UML will play a role in fueling the conflict.' General Secretary Pokharel said that after the legislative convention has made a new policy, it should not take long for the convention. 

'We may not take too long. We have not set a date for the leadership selection convention, but the transition period should not be long after the legislative convention has made a new policy," he said. "It should be completed in the shortest possible time." Based on the decision of the Central Committee, one can proceed. It is difficult to organize a national convention with a short process. It takes at least three to four months for that. The tenth convention of UML was held in Chitwan in November 2078. 

Direction of Action: Decisive national power building, socialism with Nepalese characteristics

UML has been considering the multi-party democracy of the people as its guiding principle. The goal of UML is to build socialism with Nepali characteristics under the guidance of Jawaj. In the political report prepared under the leadership of UML President Oli, it has been explained in the upcoming course of action. 

General Secretary Pokharel said that the party principles and policies will be clarified more in the convention. "Socialism is also based on the characteristics of one's country, it should be advanced under the recognition," he said, "Socialism with Nepali characteristics is the socialism we will build." We have formulated it in the report.

Congress will make a strategy to fulfill the national aspiration of 'Prosperous Nepal: Happy Nepali', he says. "That is not only an aspiration, but now it should be defined as a destination," he said, "in that sense, it is no longer just a dream, it is now a responsibility and a duty."
