The then Valley Police Office Chief Dan Bahadur Karki, in his statement given in the report of the investigation commission, said that he 'took over responsibility on verbal orders' in the sensitive situation of the country.

'When the leadership of the Kathmandu Valley Police Office was vacant since Bhadra 18, he said that he took over the responsibility after some of his colleagues were reluctant and some were averse to responsibility by pretending to be ill.

'I took over the responsibility on verbal orders, realizing that a public servant should perform his role selflessly in the sensitive situation of the country,' he said.

In his statement to the commission, he said, 'On Bhadra 24, 2082, at around 9 am, I took over the responsibility as the Chief of the Valley Police Office as per the verbal order (a letter was given to me on Bhadra 28).'
