AI expert Dobhan Rai has argued that institutional failures cannot be attributed to algorithms.
‘Sometimes the algorithm’s commentary says that it does what it says, and sometimes the algorithm does everything, and it is made a scapegoat, this problem is institutional failure,’ she said in the first session of the second day of Kantipur Conclave-2026 on the topic ‘Chautari of Dialogue: The Confusion of Algorithms’, ‘Anarchy has increased due to institutional failure due to inability to trust any person or institution.’
She said that transparency is more important than trust, and that platform makers should also be accountable. She said that there should be personal and institutional accountability. ‘It cannot be done by just one person, so core regulation is necessary,’ she said.
