The Election Commission has stated that it is working to monitor those who provide false and misleading information and hate speech in violation of the election code of conduct, and to bring individuals and organizations that engage in illegal activities under the purview of the law in collaboration with regulatory bodies.

Assistant Spokesperson Kul Bahadur GC informed that the Information Ethics Promotion Unit under the Election Information Communication and Coordination Center established in the Commission is working on this issue. He also said that a total of 302 harmful information discovered by the unit has been sent to the concerned bodies for action as per the Election Code of Conduct, 2082, the Electronic Transactions Act, 2063 and the Press Council Act, 2048.

The Election Code of Conduct, 2082, has been approved and implemented by the Commission to conduct the upcoming House of Representatives elections to be held on Falgun 21 in a fair, impartial, transparent and credible manner. The designated bodies are also taking complaints and information in cases of violation of the code of conduct, which came into effect at 12:00 pm on Magh 4, and are also taking necessary clarifications from the political parties, candidates, individuals, organizations, bodies and officials who are said to be involved in the violation.

The Election Commission has expressed its gratitude for the initiative shown by all sectors including government agencies, political parties, candidates, voters, media persons, etc. in following the code of conduct during this period. Drawing the attention of all parties concerned to ensure full compliance with the code of conduct throughout the election period, the Commission has stated that based on the complaints and information received by the Central Code of Conduct Monitoring Committee pursuant to Section 26 of the Election Code of Conduct, 2082, 21 clarifications have been sought from political parties, candidates and organizations since the implementation of the code of conduct till Magh 14. It is stated that replies to eight of them have been received and the remaining replies are being sought.

In order to implement the code of conduct and make the election financially transparent, the Commission has already written to Nepal Rastra Bank to open separate bank accounts for the election expenses of political parties and candidates. A circular has been issued by the Rastra Bank to banks and financial institutions. In order to make the monitoring of the code of conduct at the district level effective and ensure its implementation, the Commission has stated that in accordance with Sections 5 and 23 of the Election Commission Act, 2073 BS and Section 2(b) of the Election (Offences and Punishments) Act, 2073 BS and Section 32 of the Election Code of Conduct, 2082 BS, the Assistant Chief District Officers of all 77 districts have been designated as Election Code of Conduct Monitoring Officers with different responsibilities for non-financial matters and the Chief Fund Controllers/Fund Controllers for financial matters.

He said that if there is any activity that raises questions about the dignity and integrity of the election, a complaint can be filed with the Election Commission, the Office of the Chief Election Officer, the Office of the Election Officer, the Provincial/District Election Office and the District Code of Conduct Monitoring Officer through written, oral and electronic means.
