The Ministry of Home Affairs has issued a circular to district administration offices across the country to submit details of licensed weapons and ammunition.

After the building of the ministry located in the Singha Durbar complex was burnt down during the Gen-G movement on 23 and 24 Bhadra, the Home Ministry has issued a circular to all 77 district administration offices, directing them to collect and submit records of licensed arms and ammunition.

After the protest on 24 Bhadra turned violent, the main administrative building (Prime Minister's Office) in Singha Durbar, along with the Home Ministry, was burnt down. Important documents of the Home Ministry were burnt in the incident. Records related to arms and ammunition were also destroyed in the process. According to an official of the Home Ministry, the number of weapons kept with permission from the local administration in the past is around 35,000. The Home Ministry had issued a circular to all 77 district administration offices on 2 Magh to update the centralized details of those records.

According to Home Ministry spokesperson Anand Kafle, instructions have been given to collect an integrated record of weapons and send details of licensed weapons and ammunition to the center in view of the upcoming election security. The Central Command Post meeting chaired by Home Secretary Rajkumar Shrestha has decided to update the integrated record of weapons and submit it to the Home Ministry and to make a public appeal to the general public from the concerned districts to submit the licensed weapons to the administration. Similarly, he said that instructions have also been given to collect weapons and their ammunition kept by the general public with permission. Following the Home Ministry's directive, some district administration offices have already issued public notices to hand over weapons.

Before the Gen-G movement, about 36,000 weapons were kept by the general public with permission from the administration. Among them, there are more than a dozen types of weapons including pistols, revolvers, shotguns, 12-bore guns, 22-bore guns, airguns, etc. It is stated that in view of the risk that may arise due to the lack of updated details of weapons, even though some of them have not been renewed, and some of their licenses have been canceled, the details are being updated again and information about the status of licenses is being collected.

The number of people obtaining licenses for 12-bore, 22-bore and semi-automatic guns from the Ministry of Home Affairs is high. Although the number of people obtaining weapons including revolvers and pistols is also significant, there is a risk that they may be misused due to the lack of adequate supervision by the administration regarding their regulation, monitoring and use. Licensed weapons cannot be used or carried contrary to the specified conditions. It is also prohibited to carry such weapons in public places.

Deepak Khadka of Buddhashanti Rural Municipality-3, Jhapa, a bodyguard of medical practitioner Durga Prasai, was arrested from the Supreme Court premises with a licensed weapon on 5 Chaitra 2080. After that, a debate began on how licensed weapons are being misused. In the meantime, while collecting details from across the country, it was found that about 34,000 weapons were kept with licenses. Recently, the Ministry of Home Affairs is going to collect integrated details again, keeping in mind the upcoming election security.
