Two immigration officers at the airport have been summoned to the ministry after they turned away a passenger on a visit visa without reason.
On 21 December, Jit Bahadur Roka, who was going to Oman on a visit visa, was stopped and interrogated by airport immigration officers Hemanti Saud and Babita Marasini at the desk. They questioned Roka about why he was going? Having lost his work permit. Roka had a Qatar Airways flight at 5:40 pm on the same day. However, his flight was missed after immigration did not allow him to depart. After the flight missed, Roka left the airport asking why he was stopped. On the other hand, the airline was made to 'hold' the ticket without canceling it and pay an additional fee to go on the same flight. 5 days later, Roka reached the immigration again. He was interrogated at the desk of Saud and Marasini and sent back.
Roka had reached the airport immigration carrying the prescribed documents with him. However, the issue was dragged into controversy after the immigration officer ‘offloaded’ a Roka who was about to go on a visit visa, saying he did not have a work permit. Whereas, the Ministry of Home Affairs has amended the provisions imposed in the past to go abroad on a tourist/visit visa and has implemented a system that requires a valid passport, visa to the destination country, one-way air ticket for departure, and a self-declaration form for going abroad. The department itself had amended the criteria to make the provisions of the visit visa easy and systematic. Standards have been issued that if a passenger is turned back despite having valid documents specified in the criteria, the immigration staff will be subject to departmental action and if the plane misses, the staff will have to pay the financial loss caused to the passenger.
The issue of the Roka being ‘offloaded’ without reason had reached the Home Ministry and Immigration Department via the Human Trafficking Investigation Bureau of the police. An internal investigation revealed that officers Saud and Marasini had malicious intentions. After that, the Home Ministry dragged both of them to the ministry. According to home sources, Saud, who was dragged to the ministry, has been sent to the District Administration Office, Dadeldhura, and Marasini to the Area Administration Office, Palpa, Rampur. According to home sources, after the unnecessary torture of Roka was imposed, it has been found that after the control of smuggling in visit visas was tightened, unnecessary hassles were created, 'offloading' from the desk, unnecessary interrogations, etc. were inflicted.
According to an immigration officer at the airport, after the scheduled flight was missed, Roka had to pay an additional fee for the next flight. The additional fee of 26,000 paid by Roka was paid by the officers and Roka was sent to Oman on December 5. "This incident can be taken as a vivid example of the tendency to ignore the instructions given by the office head, to disobey the standards, and to send and exchange documents even though they are valid," the Home Ministry official said. "Yesterday, they were using force, and now they are not cooperating in the reform efforts. Gradually, this situation is being brought under control. As part of the reform, two immigration officers have been returned."
