A corruption case has been filed against 7 people including two former ministers Rajkumar Gupta and Ranjita Shrestha in Pokhara's litchi plantation land scam case. On Wednesday, the Commission for Investigation of Abuse of Authority filed a corruption case against 7 people, including UML leader Gupta and NAUPA president Shrestha, in a special court. A demand of Rs 78 lakh has been made against them.

Similarly, Ramchandra Adhikari, the then chief shipping officer of Malport Office, Kaski Pokhara, intermediaries Sujan Lama, Khem Pun, Yamkumari Gurung and Tulsiram Budha Magar have also been made defendants. Khem Pun has been asked for 2.5 million bigo and 6 other people have been asked for 78/78 million. 

In the case of the bribe deal in the plan to embezzle the land, the case went ahead after the audio of the former minister and the middleman was released. In this case, another former minister and UML leader, Balaram Adhikari, is being investigated by sources, sources said.

What is the litchi garden case?

The audio of the employees and middlemen along with the then ministers was released in the case of land grab of 134 ropani of "Lychee Bagan" in Pokhara Batulechaur of Kaski . After that, the authority took the statement of the intermediary including the former minister. The then General Administration Minister Rajkumar Gupta resigned after the audio of the bribe deal was made public.  

The said land is a land that was acquired by the Ranas in the past. In the year 1979, during the reign of the famous Noorpratapjang Rana, Rudrashamsher gave his birth in the name of his two daughters, Lokdivyashwari and Durgadevi. Birta was abolished in 2016. Even though there is a provision to convert the land acquired through raker, it is not seen that the Rana family has done so. Lokdivyashwari was married to Khemvikram Shah of Palpa Tansen and Durgadevi was married to Tek Bahadur Shah. 

 

Thakali, who has descended from Mustang since 2017, buys land from the Rana family and settles a settlement. On the other hand, Lokdivyashwari Shah and Durgadevi Shah filed a case of forgery and written badr against 6 people including Hariprata Jang Rana. The judgment of the Kaski court on 29 March 2031 and the judgment of the then Western Division Bench on 3 January 2040 ruled in favor of Lokdivyaswari and Durgadevi. Mustangi, who enjoyed the rights until 2032, will take out Lalpurja in his name after Napi came in 2033. Land is sold. In 2059 there is a new measure.

According to Chiranjeevi Paudel, chief land officer of Kaski, no one seems to have come to register the exempted land in 2036 and to implement the decision even though it has already passed. The settlement in Batulechaur has been filled.

40 years after the verdict, Suraj Shah Thakuri, Sunil Shah Thakuri and daughter-in-law of Durgadevi Shah, claiming to be the grandson of Durgadevi Shah, and Geetadevi Shah, claiming to be the daughter-in-law, submitted a petition to the Malpot Office on 24th March 2080 for the implementation of the decision. According to the sources, the application was submitted to the Malpot office with the activism of the middleman Sujan Lama.

Durgadevi Shah passed away on 5 Baisakh 2059 and her husband Tek Bahadur had already passed away. In the petition submitted to Malpot, there is a demand to cancel the registration of the land registrations of the land numbers 25, 26 and 28 within the 4 lots mentioned in the court's decision. 

 

Earlier on 9th August 2080, Mrigendra Malla, becoming the heir of Lokdivyashwari's son Bharatavikram Shah and his wife Chumman Shah, submitted an application to the Malpot Office. On the said application, the registration was rejected as the process was not completed. According to the court decision, the Ministry of Land Reforms and Cooperatives has sent a letter to the Land Management Office on 12th June 2080 to implement the decision to determine the land and bring it to the rightful owner.

Durgadevi's grandchildren filed an application on 24th January 2080 on the same day that the land was registered, and it was also found in the agreement that the land was divided between the middleman and the established rights holders. In the contract registered at the ward office of Pokhara-16, it is mentioned that Dev Bahadur Malla and Yamkumari Gurung of Syangja will bear all the expenses incurred in registering the land. 

Geethadevi, Suraj and Sunil Thakuri are said to get 33 percent of the land that has been successfully registered. It is mentioned in the agreement that Yamakumari Gurung will get the remaining 40 percent and Dev Bahadur Malla will get 27 percent. The name of the middleman Suraj Lama is mentioned in the witness of the agreement.
