It has been a decade since the constitution was created by the people's representatives elected in the Constituent Assembly elections twice in 2064 and 2070. Stakeholders working in various fields have complained that the implementation of the constitution made on 3 October 2072 has not been effective even for 10 years and they have not been able to get basic facilities.

10 years ago when we started a new journey by getting the constitution, we feel proud, but looking at the situation today, our hearts are heavy. If the political leadership had acted satisfactorily in time, the people would not have had to revolt on this scale. This movement raised by the Gen-G generation is not accidental, but rather an explosion of discontent that has been growing for a long time. 

Things like corruption, corruption and nepotism made the country hollow from the inside. If employment opportunities could be created, millions of youths would not have to be forced to go abroad.

Political leadership was not serious about basic issues like good governance, development, education, employment and the crisis we are seeing today became inevitable.

If the things written in the constitution had been implemented in people's lives, today's rebellion would not have been seen. Now parties and leaders should not be late to pledge to preserve the essence of the constitution, ensure good governance and continue faithfully on the path of giving confidence to the next generation.

Every right is guaranteed in the constitution but it has not been implemented in practice. Citizens are disappointed in every aspect like employment, education, development and governance. The parents of the state have neglected the citizens by not fulfilling their obligations. According to the demand of the people and the demand of the time, the government has neither been able to make a policy nor a plan to address such a desire. 

Questions are being raised about the mechanisms of the state when there is a delay in making laws to implement the rights provided by the constitution. Even if the state and local governments are not given the necessary resources and authority, the citizens have to face some difficulties. There are many questions about the integrity of the leadership. In order to implement the constitution, the first thing is to make laws on time. Those at the helm of the state must act on the basis of honesty and priority.

When the constitution was announced, we, the tribal community, were dissatisfied. We have been demanding and speaking to guarantee the rights and representation of castes and communities. Our demands remain the same even today. But whatever provisions were in the constitution, they were not implemented satisfactorily. 

Development does not accelerate without good governance. Where is the country in development? It is obvious. Now the focus should be on good governance. A corruption-free people-oriented administration creates an environment that makes citizens enterprising, increases local production and brings in investment. If this happens, rights like free education and health will be implemented. Now, health insurance has grown exponentially. People's problems are many. Those problems should be addressed in a fair way. Problems will arise if the matters provided for by the constitution are not progressed in the right way.

From the point of view of good governance, although the legal system has been established to increase transparency, accountability and citizen participation, corruption has not been practically controlled. Although basic education is guaranteed as a fundamental right in

education, two types of education policies are in practice. According to the constitution, the local level has played a role in school management, teacher appointment and quality improvement. It has expanded access to education but the quality remains the same. Linking education with employment and production is not yet done.

Even after the change of 2062/63, the work could not be done as per the expectations of the people. Even after the formation of the constitution, the situation of politicization in all areas of the state and the exploitation of the state by leaders cannot be hidden from anyone. Now it is necessary for the young leaders of the old parties to seriously review themselves after understanding the people's wishes. 

The young generation should be involved in political parties and at the level of representing the state. Corruption and wantonness in the judiciary, administration and every organ should be stopped. It is necessary to stop the youth who are migrating abroad in Nepal and create a promising environment in the country. Only then, according to the spirit of the constitution, the work of building a new Nepal is possible.

After the promulgation of the constitution, it was expected that development infrastructure including grass, housing, cotton, education, health, communication, and transportation would take a leap. But the government has not shown accountability and transparency anywhere.

For the successful implementation of the constitution, it is necessary to have a transparent government with citizen supremacy. Through which we can realize the government with employment, security, basic needs. By which the successful implementation of the constitution can be guaranteed. Because political parties are not responsible to citizens, we have not been able to realize development.

People's lives had to change

Even after the promulgation of the Constitution, there was not much change in the daily life of ordinary citizens. There were many changes in women's rights, from the ward president to the president, but there was no change in terms of good governance, development and employment.

The situation of unemployment is increasing day by day. If the industries were to open, employment would have been created, but it is like zero. In terms of development and construction, there has not been much progress in other areas except roads. After the arrival of people's representatives at the local level, roads are being opened and upgraded in rural areas. Apart from that, the end does not seem to have reached their attention either.
