One person was killed when a group of inmates attacked another group in Kailali District Jail on Friday night. 48 prisoners from both groups are injured. Among the two blocks in the prison, the inmates of 'A' block went to 'B' block and attacked indiscriminately.

According to the prison administration, there is a high wall between the two blocks. The inmates of 'A' block broke the wall on Friday night and entered another block. 36-year-old Bharat Chaudhary of Dhangadhi sub-metropolitan city-4 died due to their attack. 

His brother Vijay said that sharp weapons were found on Bharat's forehead and thigh. Bharat was arrested in January last year in a drug case. Vijay has taken a stand that he will not pick up the body until the incident is investigated. The body has been kept at Seti Provincial Hospital. 

The injured prisoners were taken to the emergency room of Seti Provincial Hospital for treatment. Due to security sensitivities and lack of space, they were treated in the corona-time holding center near the hospital in the afternoon. 

Relatives were able to visit the injured only after they were moved to the holding center. According to the relatives of the injured who returned after meeting, most of them have bruises all over their bodies, some of them have broken arms and legs. 

Three of the injured are in serious condition. Prakashraj Bhatt, Far West Director of the National Human Rights Commission informed that the condition of 36 people is moderate and 9 people are normal. "Most of the wounded were inflicted with sharp weapons," he said. Ayush Bhatt, who is seriously injured, has been taken to Kathmandu by helicopter for further treatment. 

Friday's incident in Kailali prison is not random. The jail was in turmoil as most of the Naveen Rawal group, which was running a single-party racket, were transferred to jail. 14 people from the Rawal group were transferred to Dang, Bardia and Dailekh by the prison administration on June 3. Soon after, two more people from the same group were also transferred. The remaining eight were also on the transfer list. After that, they started rioting to protect the 'heritage' in any way. They are in the A block of the prison. 

On the other hand, Jayendra Shah's group is inside the prison. There is another group involved in the Amravati Khukuri case. Although there were various groups inside the prison, they were suppressed when the Rawal group was in power. But when the Rawal group was disbanded, another group also became active. 

According to a security official, separate groups of Rawal and Shah were already involved in various criminal activities in Kailali. He says that after some people of that group were jailed, 'gang war' also entered the jail. The security officer said, 'The new group was transferred to Kailali after security challenges were seen even from within the jail.' On 23 October 2078, Baduwal was killed by a sharp weapon near Siddharth Hotel located in Tikapur-1. At that time, it was revealed through the police investigation that he had been chased for about two kilometers and murdered. After the jail was opened, he formed a group within it. Shah and Rawal were once in the same group but later their relationship soured. 

Chief District Officer Gogan Bahadur Hamal conducted a raid on the last 26 June when the situation inside the prison was disturbed and confiscated mobiles and other materials from the prisoners. After that, on June 28, a fight broke out among the prisoners. During that, Khagendra Bogti was beaten. The Rawal group alleges that he was beaten up by Kapil Shrestha of the Jayandra Shah group. Kapil was a friend of Baduwal. But a case was filed against Kapil for providing his 'location' to Rawal during the Baduwal murder. But after being jailed, Rawal and Kapil were in different groups.

According to an employee working in the prison at that time, Kapil was also facing security challenges from other people connected to the Baduwal murder case. "After Kapil, who was leading a group, was beaten up, the prisoners raised slogans against jailer Basant Khatri." 

Meanwhile, prison chief Khatri has been on leave since June 31. Deputy Subba Gyanendra Ojha, after the officer, was given the responsibility of acting, so he also went on leave after a few days. After that, the responsibility of acting chief was given to the buyer Ramkumar Chaudhary. "I have just arrived, I don't know a lot of things here," Chowdhury said. Home officials have not said clearly why the jailer was given leave when there was so much fuss. Chaudhary says that Khatri Sikista is on leave due to illness.

Jailor Jalandhar Bhusal of Banke has been assigned by the Jail System Department as the head of Kailali Jail on Saturday. There are currently 695 prisoners in Kailali prison with a capacity of 150 people. 58 of them are women and all others are men. 

According to Human Rights Commission Director Bhatta, in the meantime, 590 inmates submitted a petition with signatures asking for necessary initiatives to be taken on issues such as the relationship between the internal administration of the prison, management reform, and illegal financial manipulation.

When the concerned authorities did not take the situation seriously, a group of A Block attacked B Block on Thursday afternoon, in which 5 were injured. After that, all the policemen who were guarding the prison were called back and another team was deployed. 

Prazia Hamal along with the head of the security agency had a discussion between the prisoners of both groups on Friday. At that time, the prisoners of 'B' block said that they were not safe. "Friday afternoon, we discussed between both sides and made an agreement that there would be no trouble," said Prazia Hamal, "Inexplicably, such an incident happened at night." They did not allow the head and representative of any security agency including Chief District Officer Hamal to enter. Prazia Hamal said that they placed a gas cylinder at the main gate and warned that someone would come in and set it ablaze. According to Kailali Police Chief SP Balnarsingh Rana, there was no room for much intervention as the Nike and Chowkidars were in control inside the prison. 

At night, security personnel have taken control of the prison. Armed and Nepal Police teams have been mobilized in the prison. Anand Kafle, the spokesperson of the Ministry of Home Affairs informed that the situation of the prison has been taken under control and the ministry is working in a subtle way considering its background. "The ministry is looking closely to ease the situation," he said, "security deployment and investigation have also progressed together."

The District Security Committee has formed a five-member committee under the coordination of Assistant Chief District Officer Kiran Joshi on Saturday to conduct a detailed investigation and investigation into the attack, injuries and deaths in the jail. The committee consists of DSP Rajkumar Singh of Nepal Police, DSP of Armed Forces Janakraj Pant and Investigation Officer Dipendra Singh as members and Administrative Officer of District Administration Shivraj Joshi as Member Secretary. Prazia Hamal informed that the committee has been asked to investigate the incident and submit a report within 10 days.
