The Auditor General's Office has suggested that government employees should not be transferred before reaching the minimum service period and those who do so should be brought under the ambit of action.

 

Wednesday In the 62nd Annual Report of the Public Auditor General, according to the suggestions given on public administration, it is mentioned that the transfer of the service period will increase the administrative expenses as well as the lack of responsibility. It has been suggested that action should be taken in accordance with the Civil Service Act against the officials who are transferred without Aadhaar without enough time to control such transfers.

In Section 18 of the Civil Service Act, 2049, there is a provision for action in the case of transfers that are not completed within the transfer period and time. Civil servants other than gazetted first class have a service period of at least one and a half years to two years depending on the geographical location of the office. In the case of new employees who have been recommended by the Public Service Commission, a certain service period for transfer has been prescribed in the Act itself.

According to sub-section (12) of the same section, there is a provision that officials who are transferred before the completion of their service period shall be subject to departmental action by the Commission for Investigation of Abuse of Authority and the Ministry of General Administration shall cancel such transfer.

Auditor General's recommendations regarding public administration:

1. Capacity development programs should be conducted effectively based on demand. Multi-skilled manpower should be prepared through domestic and foreign training.

2. Manpower management should be reviewed based on geographical conditions, availability of resources and service delivery conditions at provincial and local levels.

3. Manpower determination of public institutions, commissions, boards and institutions should be done on the basis of efficient and technological structures.

4. Minimum period of training should be made mandatory to enhance the efficiency of national service employees.

5. Specific qualifications for entry into services should be prescribed and staff capacity development programs should be conducted.

6. The transfer before reaching the service period leads to increase in administrative expenses and weakness in work responsibility, so this trend should be controlled. In case of premature transfer without Aadhaar, action should be taken as per sub-section 12 of section 18 of the Civil Service Act, 2049.
