The Office of the Auditor General has suggested that effective monitoring should be done to make foreign aid administered through non-governmental organizations transparent.

When questions are being raised about foreign aid expenses coming through non-governmental organizations, the Accounts General emphasized on monitoring the said expenses. "Foreign aid administered through national and other international non-governmental organizations should be effectively monitored to make it transparent, accountable and effective," the General Accounts Office stated in its report released on Wednesday.

In terms of foreign aid, the 62nd report of the General Account has suggested seven points. In the first suggestion, it is mentioned that foreign aid should be mobilized only in areas with national needs and priorities.

Similarly, the report states that technical and material foreign aid should be included in the national budget and audit should be ensured. Stating that there is a difference between commitment, receipt and use of development aid, the General Account has made it clear that development aid should be received and used according to the commitment.

It is mentioned that foreign consulting services should be taken only in case of complex nature of work and technology transfer in the project run with foreign assistance. The report also suggested that the impact on government resources should be reduced by taking timely research admissions from development partners.

Similarly, it is mentioned in the report that if there is a provision different from the current law on audit when taking foreign aid from the donor party, the provision should be implemented in consultation with the Auditor General's office.
