Although the parliament session has been called, the protesting teachers have not been assured that the school education bill will be passed immediately. The teachers have continued their protest even though the government has asked them to return to the work floor saying that a parliament session has been called to pass the bill as per the demands of the teachers.
On the recommendation of the Council of Ministers, President Ramchandra Paudel on Wednesday called a session of both houses of the Federal Parliament for 1 pm on the 12th.
Education Minister Vidya Bhattarai said that the parliament session has been called to address the demands of the teachers. On Wednesday, releasing a video message, she said, "An adjournment session has been called to address the demand of teachers that the bill be passed quickly." We are in dialogue with the teacher. On behalf of the ministry, we have formed a facilitation committee and started dialogue.

President of the Teachers' Federation Laxmikishore Subedi said that although the call for a parliament meeting is welcome, there is no basis to trust the government. They said that they would bring the Education Act from 2072, but they have not brought it yet. Even now, the teachers have formed a sub-committee and started discussions after the protest started, he said, "The law will not be promulgated even until 2084 when the teachers leave the protest. Therefore, until the day the law is not promulgated, the movement will continue until that day.
Federation president Subedi said that the law should be promulgated rather than calling the parliament session. The government has cheated us many times. This time too, the parliament was shut down saying that we will issue the law in the winter session," he said. Although the government claims that the Parliament session has been called to pass the school education bill, Speaker Devraj Ghimire has said that it is not possible to pass the education bill in the budget session.
Talking to the media persons in Jhapa, he said that he is not in a position to address the demands of the teachers as the budget issues should be given more priority in the budget session. He said that it is not possible to finish the education bill in the budget session and move on to another issue. The budget should be presented to the parliament on May 15 and passed by the end of June. There is an obligation to work within the limits of the legal process," he said.
Speaker Ghimire said that the budget session was convened a little early keeping in mind the education bill. He also commented that the demands of teachers which put a financial burden on the state, such as salary increase and grade increase, are not justified. "It is not reasonable to make such demands that the state cannot afford," he said, "however, the solution to the problem is through dialogue." Teachers understand that the law will come between the country's education system and the economy.'
Government spokesperson Prithvisubba Gurung, Minister of Communication and Information Technology, said that the government is sensitive to the demands of teachers. He said that the government has recommended calling the budget session immediately to meet the legitimate demands of the teachers. UML General Secretary Shankar Pokharel said that the Parliament meeting has been convened to facilitate the passage of the School Education Bill.
He has written on social media, "Convening the Parliament session soon also means that it will be easy to pass the school education bill quickly." Now the teachers should get involved in the negotiations to address their demands through the budget.'
As the teacher's agitation drags on, the program to enroll about 7 million children in schools, the class 12 exam from 11th Baisakh and the examination of the answer sheet of SEE have been affected. Almost 5 lakh students are preparing for class 12th exam. More than 5 lakh students have written SEE. The SEE results are scheduled to be published by the first week of June. But the National Examination Board has said that the publication of the result will be delayed as the answer sheet cannot be tested. The board said that although the answer sheets of SEE reached 50 examination centers across the country a week ago, the examination has not started.
After the teachers announced that they will not participate in the educational activities and the school will be closed, activities such as selection of center president, invigilator, orientation for class 12 exams have been disrupted. After closing the school and coming to Kathmandu, the work including student enrollment and textbook distribution for the new teaching session starting from 2 Baisakh has not progressed.
