Political parties have taken the local level by-elections as their mid-term public opinion test. When half of the 5-year tenure of the local level is completed, by-elections are being held in about three and a half dozen local levels next Sunday. As the results of the by-elections can affect the next election, the parties have actively concentrated their power in the ward level elections as well.

Out of the by-elections for two district coordination committee heads and 42 posts at the local level, the district coordination committee heads of Okhaldhunga and Kailali are uncontested. Tekraj Bhattarai of Congress was elected in Okhaldhunga and Tika Kumar Chaudhary (Bhul) of Congress was elected in Kailali. Maoist's Jagat Gharti has also been elected unopposed as the ward president of Putha Uttarganga rural municipality-2 in Rukum East. 

Congress won 27 of the 41 by-elections in the previous elections. Congress has nominated 40 out of 41 seats. Kirtipur is the only municipality that is going to hold a by-election. Although Congress, UML and Maoist are the main competitors, independent candidates will also compete, according to local analysis. In the election held in 2079, Rajkumar Nakarmi of Congress was elected as the chief. By-elections are going to be held after his death. 

In Kirtipur, 20 people have nominated for mayor, 11 of them are independent. Congress has nominated Krishnaman Dangol, UML has nominated Surendra Manandhar, Maoists have nominated Shivsharan Maharjan and RPP has nominated Dhruv Maharjan. The fourth largest party in the House of Representatives, RSVP, has not nominated here. The United Socialists supported the Maharjan of the Maoists. Rajman Manav, who has become an independent candidate here, is also garnering discussion. Hark Sampang, the head of Dharan, has campaigned in his favor. Ward No. of Kirtipur from this by-election. Meen Bahadur Bishwakarma, head of the Congress's campaign department, claims to win at most of the local levels, including Kirtipur. "The by-election is an opportunity to know the latest opinion of the people," he said. "Our 27 seats were vacant." We are determined to win more places including the mayor of Kirtipur.' 

Rajendra Gautam, head of UML's campaign department, has also claimed that UML will win most of the by-elections. By-elections are being held in 9 seats won by UML in the past. "We are going to win the majority seats including Kirtipur," he said, "we will win many seats due to the role played in national politics, strong party organization and popular base," he said.
