President Shambhu Prasad Rauniar, Vice President Dilmaya Rai, Treasurer Shambhu Prasad Singh, Secretary Alam Ansari Mian and directors Anjala Koirala and Amod Mandal and Roshan Rajvanshi were present in all three meetings of the decision. Appearing in the meeting himself, Koirala signed the decision to take the loan from RSDC and give the authority to mobilize it to chairman Rauniar and others.

RSDC claims that Umagouri Agricultural Cooperative Society Limited took a loan from microfinance on 077 Oct 28, 077 Feb 13 and 078 Asar 24 and Anjala gave collective/individual funds as an officer of the board of the cooperative. According to RSDC, Umagouri Agricultural Cooperative has to pay 3 crore 43 lakh 72 thousand 883 54 rupees including principal and interest and damages by 081 Oct 10. The officers of the then board of directors, including Anjala, were listed in the blacklist of the Credit Information Center, citing the reason that the cooperative did not repay the loan on time. The name and picture of Koirala along with other owners were printed in the loan repayment notice issued by RSDC on 079 November 16 in the name of Umagouri Cooperative. 

After that, Koirala filed a writ in the Biratnagar High Court on October 11, claiming that she was resigning from the cooperative and demanding the annulment of the decision to put her on the blacklist of RSDC. The hearing on the writ is pending. Koirala has mentioned in the writ petition that she resigned from the cooperative on 05 Jan 078 and that her resignation was accepted by the general meeting of the cooperative on 15 Jan 078. However, when taking a loan, it is confirmed that he is the owner of the cooperative from the documents including the 'Minute' of the cooperative submitted by RSDC to the court. 

State Co-operative Registrar's office, Koshi, sent a letter to the police on August 24 to investigate the embezzlement of 145.6 million rupees of Umagouri Agricultural Co-operative in Karsia, Morang.
