Chairman of the Public Accounts Committee, Rishikesh Pokharel, has tried to get immunity in the cooperative business done by Mrs. Anjala Koirala. Although it is clear that the facts will hold the Pokharel couple accountable, the government is delaying the investigation.

The Umagouri Agricultural Cooperative operating in Morang took a loan of Rs. It was decided by the Board of Directors meeting on 29th January 2017, in the presence of Anjala, to take an additional loan of 3 crores. After 13 months, Anjala resigned as a member of the Board of Directors on 5th January 1978. 

After resigning, she tried to get immunity from all the responsibilities of the cooperative. While he was a managing member, the cooperative did not pay the loan taken from microfinance. For this, RSDC Laguvitta of Rupandehi has blacklisted all the members of the board including Anjala to collect the loan. 

However, the Chairman of the Parliament's Audit Committee, Rishikesh Pokharel, has been claiming that he and his wife are unnecessarily involved in this matter. 

Although he resigned as a member of the cooperative on January 5, 2078, it was found that he signed the 'minute' of the decision made by the cooperative to take a loan from RSDC as a member. In the documents provided by RSDC Microfinance in the High Court of Biratnagar, the decision of the cooperative to request an additional loan of 3 crore rupees from microfinance on 29th January 2017 has also been signed by the chairman and wife Koirala. 

According to the details mentioned in the 'minute', the cooperative was doing business by taking a loan of 4 crore 25 lakhs from microfinance even before 29th January 2017 and it was decided to request an additional loan of 3 crores as more capital is needed to expand the investment. It is also mentioned in the "Minute" that the loan amount received from the microfinance should be deposited in the account of Nabil Bank Biratnagar branch in the name of the cooperative. 

President Shambhu Prasad Rauniar, Vice President Dilmaya Rai, Treasurer Shambhu Prasad Singh, Secretary Alam Ansari Mian and directors Anjala Koirala and Amod Mandal and Roshan Rajvanshi were present in all three meetings of the decision. Appearing in the meeting himself, Koirala signed the decision to take the loan from RSDC and give the authority to mobilize it to chairman Rauniar and others.

RSDC claims that Umagouri Agricultural Cooperative Society Limited took a loan from microfinance on 077 Oct 28, 077 Feb 13 and 078 Asar 24 and Anjala gave collective/individual funds as an officer of the board of the cooperative. According to RSDC, Umagouri Agricultural Cooperative has to pay 3 crore 43 lakh 72 thousand 883 54 rupees including principal and interest and damages by 081 Oct 10. The officers of the then board of directors, including Anjala, were listed in the blacklist of the Credit Information Center, citing the reason that the cooperative did not repay the loan on time. The name and picture of Koirala along with other owners were printed in the loan repayment notice issued by RSDC on 079 November 16 in the name of Umagouri Cooperative. 

After that, Koirala filed a writ in the Biratnagar High Court on October 11, claiming that she was resigning from the cooperative and demanding the annulment of the decision to put her on the blacklist of RSDC. The hearing on the writ is pending. Koirala has mentioned in the writ petition that she resigned from the cooperative on 05 Jan 078 and that her resignation was accepted by the general meeting of the cooperative on 15 Jan 078. However, when taking a loan, it is confirmed that he is the owner of the cooperative from the documents including the 'Minute' of the cooperative submitted by RSDC to the court. 

State Co-operative Registrar's office, Koshi, sent a letter to the police on August 24 to investigate the embezzlement of 145.6 million rupees of Umagouri Agricultural Co-operative in Karsia, Morang. Although Anjala, the wife of Public Accounts Committee chairman Rishikesh, was a member, the office filed a complaint against the co-operative's funds, but removed her name and sent a letter to the police to investigate. She was a member of the Board of Directors in Koirala Cooperative from 072 to 078. She resigned from the Board of Directors after the details of savings embezzlement started to emerge. The co-operative victim says that instead of investigating the misappropriation of savings when he was a member, his name was removed from the list of accused due to political pressure. 

The cooperative registrar office sent the police to investigate Umagouri cooperative president Shambhu Prasad Rauniar, vice president Laxman Shah, secretary Alam Ansari Mian, treasurer Shambhu Prasad Singh and members Amod Mandal, Roshan Rajwanshi and Jitman Thakur. The letter also said that the audit committee coordinator Vijay Kumar Yadav, members Surendra Kumar Rajvanshi and Ashok Kumar Biswas should be investigated.

Kalyan Yadav, a local saver, claimed that the cooperative registrar's office and the police had acquitted Anjala Koirala under pressure. 'Doesn't it mean that he should not be investigated if others are investigated?', he said, 'I heard that the investigation has not progressed on others because of pressure from above.' Even after that, there has been no concrete progress. The police have claimed that they are investigating the case of fraud in cases other than Koirala. "In the letter sent by the registrar's office, Koirala's name is not being investigated, the police inspector of the local police office, Santosh Khadka, said, 'The investigation may take another 2-3 months.' He said that the correspondence was sent to the police without mentioning his name as the accounts of the time he was a member were not found. The co-operative victim alleges that the co-operative registrar's office has given immunity to Koirala on the need for further investigation when the documents of the co-operative have disappeared. 

The members of the board of directors of the cooperative took a loan of Rs. The cooperative, which has a total capital of 185.1 million, has not yet been able to return 23.54 million rupees to the savers. Umagouri Cooperative, which has about five thousand savers, has been closed for one and a half years.

According to the claim of a saver in Ratuwamai, the Chairman of the Public Accounts Committee in Umagouri Cooperative, Rishikesh Pokharel used to work 'behind the scenes'. He also took initiatives for loans. Once, documents were submitted for a loan from the National Cooperative Bank on his own initiative. However, the bank doubted the documents and refused to grant the loan. Then a loan was taken from Butwal. "He was in a position to directly intervene in the management of the cooperative," said a member of the Umagouri cooperative, "The cooperative was run according to his instructions." "He is connected by appearing somewhere and not appearing anywhere," he said, "we would have known all the details." He himself heard it. Even now he is a consultant in Govindpur.'
