Anil Pokharel, the executive head of the National Disaster Risk Reduction and Management Authority, which was established to play an important role before and after the disaster, left for Britain last Saturday on the same day that the flood caused great damage.

Due to the incessant rains of last Friday and Saturday, various parts of the country, including Kathmandu, have become chaotic due to floods and landslides. More than 200 people have lost their lives.  

Prithvi Highway, BP Highway coming to Kathmandu are all blocked. The passenger bus was buried in the landslide on the highway. For more than three days on the highway  Passengers are stranded. There are reports that there is no coordination for their timely rescue .

Executive Chief Pokharel told Kantipur that he had to come to Britain due to personal work. He informed the minister and secretary and said that he came here after getting a week's leave approved. He stated that he was on leave as per the previous plan as it was necessary for his daughter's health treatment. He has claimed that he is coordinating from outside as much as he can.

According to the Disaster Risk Reduction Act, 2074, the National Disaster Risk Reduction and Management Authority has been established. The authority has been established from November 29, 2076.

The main work of the authority placed under the Ministry of Home Affairs is to provide search, rescue and relief during disasters. During a disaster, the authority has the responsibility of immediately deploying the security agencies and maintaining them, temporarily restoring the infrastructure. 

It is also the authority's responsibility to work effectively in coordination with the association, state and local levels, non-governmental organizations, and the private sector. Not only that, the authority is also assigned the task of informing all concerned about the possible occurrence of disaster. The authority should also operate and manage the National Emergency Operation Center to coordinate and mobilize rescue and relief work.
