The Parliamentary Inquiry Special Committee on Misappropriation of Savings of Cooperatives has recommended the government to conduct further investigation on Congress Vice President and former minister Dhanraj Gurung and take legal action as soon as possible.
Based on the complaint regarding misappropriation of the savings of Lalitpur-based Miteri Savings and Loan Cooperative, the committee has concluded that further investigation and action should be taken against Vice Chairman Gurung along with his 'ex-wife' Jyoti Gurung.
According to the complaint filed by the co-operative owner, Jyoti Gurung and others embezzled about 140 million rupees from Miteri Co-op. It has been found that Dhanraj and Jyoti filed for divorce from the court on February 29, 2076, after the embezzlement of the cooperative became public. However, when Dhanraj last took a loan of 12 lakh rupees from Miteri Cooperative on February 3, 2077, he had written Jyoti's name in the title deed. Dhanraj has claimed to Kantipur that he was bullied by the co-operative staff even though he told him not to write Jyoti's name as he was divorced. Before the divorce, he had taken a loan of around 18 million rupees from Miteri for the purpose of building a house. Jyoti joined Miteri as an assistant level employee on May 12, 2057 and became the general manager on May 4, 2075.
Dhanraj and Jyoti's divorce is legal but there is talk of living together, it is mentioned in the report of the parliamentary committee. It is said in the report that Jyoti Gurung, who works in Miteri Savings and Loan Cooperative, is living together with her husband Dhanraj Gurung even after divorcing her. It has been directed from the last meeting of the committee to conduct an investigation and proceed with legal action.'' Jyoti is currently absconding.
After his name was linked to the co-operative fraud, MP and Congress Vice President Gurung demanded an investigation on him in the House of Representatives meeting on August 25. Although owner Bodhvikram Thapa filed a complaint naming the person involved in Miteri cooperative fraud, the Ministry of Cooperatives of Wagmati Province removed the name of Congress Vice President Gurung and sent the file to the police. However, the Central Investigation Bureau (CIB) of the police also submitted a request to investigate Dhanraj.
The CIB has started an investigation against Dhanraj in the fraud case.
The parliamentary committee has said that there should be an investigation in some problematic cooperatives, mentioning that there are 'institutional fake practices'. It is also mentioned in the report that because of the cooperation, some people even make fake marriages. "Due to the series of lies and fake transactions, the petitions of the petitioners that I am not a member of the cooperative organization have started to be filed in the office of the cooperative bodies," the report says, "The debtors have also informed the committee that the loan deed in the cooperative is false and fake." Based on the documents used in the work of a reference, the behavior of setting up a fake loan and even making the signature of the contractor is something that a common-minded person cannot and cannot do.'
