The Cooperative Inquiry Parliamentary Special Committee has concluded that Ravi Lamichhane cheated the revenue in the purchase and sale of shares of Gorkha Media.

"When buying and selling shares in the company, it is seen from the statement of Ravi Lamichhane, then managing director of Gorkha Media Network Pvt. Ltd., and Chabilal Joshi, director, that the company registrar's office has a practice of recognizing artificially prepared documents without examining the means of payment," the committee's report concludes. On the one hand, it encouraged activities contrary to financial governance in the company's administration and it also appeared that there was fraud in the revenue received by the government through income tax.'

• committee, the conclusion of the above mandate is as follows:- 
• • Gorkha Media Network Pvt. Ltd. from cooperatives. It seems that funds have flowed to other companies. Surya Darshan Savings and Loan Cooperative Society Ltd., Supreme Savings and Loan Cooperative Society Ltd. Sahara Chitwan Multipurpose Cooperative Society Ltd., Swarnalaxmi Multipurpose Cooperative Society Ltd. And Small Step Savings and Loan Cooperative Society Ltd. Total from Rs. 65,54,04,538 amount Gorkha Media Network Pvt. Ltd. seems to flow . 200 out of which 224 million 46 million 30 thousand were deposited in the bank of Gorkha Media Network from cooperatives, while 43 million 774 thousand 538 of cooperatives were deposited in the bank account of Gorkha Media Network Pvt. Ltd. in the name of other individuals and organizations. In some cases, it was seen that the funds flowed to the company in the form of a loan, in some cases as a loan to the company, in some cases as a loan to the company and in some cases as a loan in the name of the director of the company. Regardless of the method or route adopted, the transactions did not appear to be legal. It does not seem to be legally envisaged that the savings of the cooperative will be traded or the money will be transferred outside of the members. Ignorance of the law is not excusable if there is a valid principle of law . Therefore, it is illegal to direct funds from the cooperative to any company or Gorkha Media Network Pvt. Ltd. .

Even though there is no document confirming Ravi Lamichhane's involvement in the whole process of the funds coming from the cooperative organization to Gorkha Media Network Pvt. Ltd., it seems that he participated in the mobilization and spending process after the same amount came to Gorkha Media. 
• Gorkha Media Network Pvt. Ltd. Global IME Bank's account has the signatures of President Gitendrababu Rai along with Ravi Lamichhane and Chabilal Joshi, and since the check can be cut on the signature of one of them, that is, it is seen that the account is running, Gorkha Media Network Pvt. Ltd. It appeared to have the right to internal financial operations . The

Agreeing to the entire process including signing, having an effective role in the internal administration operation, showing that the amount has been deposited under the title Equity Share Capital mentioned in the audit report under the name of Rabi Lamichhane, who is one of the directors, and during the questioning before the committee, he has also submitted proof that the blind accountant has submitted and deposited the said amount. It seems that the directors have performed the responsible role of the company based on the evidence that they have not been able to do it. Where does the money to run the company come from? How come? How much does it cost? The directors who operate the account should know and understand that, and there has not been a situation where any of them questioned the source of the funds and registered any disagreement or dissent, as long as the directors Ravi Lamichhane and Chabilal Joshi were responsible officers in the company, they spent the funds from the cooperative or It seems that the responsibility created due to mobilization should be borne. 
•  According to the records of the company registrar's office, it seems that both Lamichhane and Joshi entered the company by buying shares and left the company by selling the shares. However, in their reply to the committee, they have clarified that they did not take the money.
• Regarding the documents submitted to the office during the purchase and sale of shares and the signatures on them, there is no situation where both parties have expressed any disagreement or said that the said signature was not made by them . According to the certified records of the office, it appears that both of them are in the role of directors by investing the share amount. Even though Ravi Lamichhane, who is also the director and managing director, said that he was given sweat shares, first of all, there is no legal arrangement related to weight shares in Nepal, and there is no written evidence of any agreement between the directors to take weight shares. During the inquiry before the committee, Behora revealed that it was agreed that the arrangements regarding the shares would be made by Gitendrababu Rai, but it is not supported by any other evidence.
• On the other hand, Gorkha Media Network Pvt. Ltd. From the matters of transactions and responsibilities at that time, it was seen that the chairman Gitendrababu Rai, the then managing director Ravi Lamichhane and the managing member Chabilal Joshi had to take responsibility and liability for the period of their tenure in the company . 
• Ravi Lamichhane and Chabilal Joshi revealed during the inquiry that the vouchers were submitted but the amount was not collected. In this regard, the jurisdiction of the office of the company registrar will not be discussed here . However, without depositing the amount, it is not seen how the verification of the voucher was done by the concerned bank and how the company registrar's office confirmed that the share purchase amount was received.
• Gorkha Media Network Pvt. Ltd. Not only that, from the cooperatives including Swarnalakshmi, Suryadarshan, Supreme, Samana, Sano Paila to other companies owned by Gitendrababu Rai and Kumar Ramtel, from Sumeru Savings and Loan Cooperative to companies including Sumeru Hospital, from Sri Laliguras Cooperative to Bhairabkund Hydropower Project, from Shivshikhar Cooperative to Kedarnath Sharma's companies. There is a very long list. All those loans are illegal and non-performing.
