Ruling Congress MP NP Saud has said that the accident could not have been prevented due to the non-publicity of the report of the inquiry committee formed after the air crash, the review of the reasons given in the report and the implementation of the recommendations.
At Thursday's meeting of the International Relations and Tourism Committee under the House of Representatives, MP Saud said that the report of the inquiry committee formed after the air crash should be made public and the recommendations should be implemented. 'Air accidents are happening continuously. How to control accidents? What caused the accident? Why is the accident rate so high? There are many questions about this,' MP Saud said, 'After the accident, we will form an inquiry commission and the report will come. The report, what caused the accident and what are the suggestions for reducing the accident are not made public.'
Member of Parliament Saud said that due to the fact that the Nepal Civil Aviation Authority is a service provider and a regulatory body itself, the post-accident report could not be made public. Why has the authority not been divided into service providers and regulators? He asked that question. 'Authority regulator and service provider have become one. Why could not be divided? Is it because the employees are strong or is it because the government is weak?', he asked.
Saud demanded that the Nepal Civil Aviation Authority should be divided into service providers and regulators. "If the regulatory body becomes independent and its selection is independent representation through the constitutional process rather than the general selection of the government, then we can pressure the ship owners who buy second-hand ships to do maintenance from time to time," he said.
Saud said that the investigation officers are being appointed by the people who are going to be investigated. He has requested the Minister of Culture, Tourism and Civil Aviation Badri Pandey to take concrete initiatives.
Now, when the regulator and the service provider are the same, Saud said that a bad message is being sent about Nepal's air service in the international arena. After the recent plane crash, the news of Nepal came out in the American newspaper as two heads in one body. It is said that there is a problem when the agency that takes action and oversees the administration is the same. ICAO has already raised the question,' he said. MP Saud said that the report of the investigation committee was hidden when the regulatory and service provider bodies were the same. Where are the reports of the commission of inquiry? What were the suggestions and where are they? What efforts have been made to correct the shortcomings?', he asked.
