Contrary to the decision of the cabinet five months ago not to allocate budget from the union for projects costing less than 3 crores, the federal government has allocated budget for dozens of programs up to 1 lakh rupees. In order to control the trend of including very small projects in the union budget without looking at the resources, needs and justification, it was decided in the first week of December last that the union will not implement projects costing less than 30 million and the province less than 10 million.

Although this arrangement is in the 'Project Classification Basis and Criteria 080', it has been completely ignored in the budget. Even though there is a legal provision that projects of national importance should be implemented by the union, and low-cost work should be done by the state and local levels, the government has revived the old situation in the budget.

Finance Minister Varshman Pune in the federal government's budget for the next fiscal year, 1-1 on the topics of construction and upgrading of small buildings, roads, canals, parks, memorial gates, temples and monasteries, access road studies, irrigation plans, environmental tests, studies for master plans, etc. The amount has been allocated at the rate of lakhs.

Many such projects are being implemented through the ministries of development including urban development, physical infrastructure and transport. In the next year's budget, there are 99 schemes worth 1 lakh only under the Ministry of Urban Development. In the current financial year, the budget allocation for urban development was 64.78 billion 66 lakh rupees, which includes many low-cost projects. By adding low-cost projects for the next fiscal year, the budget has been increased to 91 billion 35 million 23 million rupees. 

Ministry of Physical Infrastructure and Transport is also among those who allocate more budget to small projects. Under this ministry, there are 626 projects that have been allocated a budget of 500,000, of which the most are strategic road bridge construction and bridge protection projects. Out of 920 projects under strategic road bridge construction and bridge protection, 426 projects have been allocated budget at the rate of 500,000. Under the Kathmandu Valley Road Expansion Project, 5 schemes, 201 out of 2,076 schemes for the construction of local road bridges have been allocated budget at the rate of 5-5 lakhs. 

1 trillion 50 billion budget has been allocated to the Ministry of Physical Sciences for the next financial year, most of the money has been allocated to small projects. 1 lakh rupees has been allocated for Bhangri Bridge Gandak Canal, Bara under strategic road bridge construction and bridge conservation. 2.2 lakh rupees have been allocated for Khulalu-Laifu Karnali and Kalimare river bridge at Amlachaur in Baglung.

Physical Infrastructure and Transport Minister Raghuveer Mahaseth has also allocated the budget for the annual development program of the Ministry of Nakhulai for the plans under the Alternative Subsidiary Highway Development Program. In the current financial year, the district budget was kept open. Most of all, 51 percent of the allocated budget was allocated under this heading in the home districts of Prime Minister Pushpa Kamal Dahal, former Finance Minister Prakash Sharan Mahat, former Physical Infrastructure Minister Prakash Jwala and former Prime Minister Sher Bahadur Deuba. Prime Minister Pushpa Kamal Dahal had also been saying that the union government will not include schemes costing less than 3 crores in the upcoming budget. But under the annual development program of the Ministry of Urban Affairs, the budget has been allocated at the rate of 1 lakh rupees from the Luvakhola Kharibote irrigation scheme under the Falelung Rural Municipality of Panchthar to the construction of streams, ponds and parks in Tokha Municipality-3 of Kathmandu. The budget has also been allocated for projects such as bridges, canals, parks, consultation, and toll roads.

Within the urban ministry, a budget of 1/1 lakh has been allocated for the upgradation of Jagriti Marg, Telkani and Mantri Chowk roads in Bhadrapur Municipality-7 of Jhapa. Similarly, a budget of 15 lakhs has been allocated for the construction of 63 monasteries. Apart from that, other monasteries have been allocated from a minimum of 1 lakh to a maximum of 50 lakh rupees.
