Prime Minister Pushpa Kamal Dahal became Prime Minister three times. However, this is the first time that the government formed under his leadership has been able to bring the budget twice in a row. For the first time, Finance Minister Prakasharan Mahat presented the budget in collaboration with the Congress, and this time Finance Minister Varshman Pun presented the budget in collaboration with UML/RSWP.

There is no big difference between the two budgets brought by the Dahal-led government. Last year and this time as well, the budget was based on the consensus and understanding between the coalition parties. The difference is that the RSVP was not in the government, which emerged by creating comments that the old parties could not do anything. This time, the budget has come with the participation of RASPA.

There was no problem with the budget program and policy of the previous coalition. The problem only increased when it came to the implementation phase. A policy problem emerged between the Prime Minister and the Finance Minister in implementing the budget.

Dahal wanted to make the market run by making the economic activity loose, Finance Minister Mahat went on the opposite path of control-oriented economic policy . There were other reasons too, but Dahal broke the cooperation with the Congress on February 21 by showing the reason to the finance minister. Along with that, on February 30th, while taking the vote of confidence for the third time, Dahal said from the parliament - I had the option of staying with the status quo or moving forward. I chose the way forward.'

Dahal became the Prime Minister in December 2019 with the support of UML and RSVP after the Congress did not give up the position of the Prime Minister. However, that alliance could not come up with a single budget. Within two months, Dahal joined the Congress and UML and RSVP were out of power.

It was Dahal's conclusion that he could not improve the deteriorating economic situation during his tenure as Prime Minister in collaboration with the then Congress. In the middle of a year, Dahal is more enthusiastic about the implementation of the budget for the second time after returning to the collaboration with the UML and Rashtriya Swatantra Party (RASWPA). He also announced the construction of the Prime Minister's daughter and wife Sita Dahal Memorial Hospital from the budget.

The then Finance Minister Mahat Sarkar said that the distribution-oriented program was not included in the budget speech to avoid immediate criticism. He commented that the budget has been brought by giving priority to distribution over production and it will not improve the current economic situation.

RSVP MP Shisir Khanal said that the budget as a whole does not carry high ambitions and can be implemented . He said that there are new reform programs in the Ministry of Home Affairs, Education and Sports and said that it would be impossible for all the same parties to do the same program in the coalition government. The budget was supposed to be very ambitious. It is not like that and it is action-oriented . The budget has also brought some new programs in the direction of change, he said, "The RSVP, which has held four ministries, is not getting the budget as we have said in all places". Whatever we have, we have to do well in it.''

RPP Chairman Rajendra Lingden sarcastically commented that there is nothing new except the establishment of Sita Dahal Naturopathy College and the Prime Minister's Daughter Program. According to him, the budget has come in the old style and style. An empty budget came. To deliver to everyone  "The budget has come to be distributed," he said.
