Prime Minister Pushpa Kamal Dahal will take the vote of confidence in Parliament on February 30. Dahal has started preparing for the vote of confidence after changing the Sahayatri party of the ruling coalition. This is the third time in 14 months that he has taken the vote of confidence. Earlier, Dahal took the vote of confidence for the first time on December 26 last year and for the second time on Chait 6.
For the vote of confidence, Dahal has decided to issue a whip from the Maoist center's parliamentary party and has intensified discussions with the power partner parties. At the party meeting held on Saturday, he informed that he was discussing with the partner parties. The Prime Minister said that he is ready to advance the important bill in the House only after taking the vote of confidence and discuss the principles and priorities of the budget for the next financial year (pre-budget) submitted to the House of Representatives.
Maoist's chief whip Hitraj Pandey said that according to the provisions of the constitution, the Prime Minister is going to take confidence and accordingly decided to issue a whip for the MPs. The vote of confidence in the House of Representatives and the election of the Speaker in the National Assembly are taking place. At that time, we have decided to issue a whip for the mandatory attendance of MPs of our party," he said. In the
meeting, Prime Minister Dahal said that political maneuvering continues after the change of power partner party. He said that until the vote of confidence is taken, the main opposition and others will continue to try to defeat the vote of confidence. Referring to Dahal's statement, an MP said, "Until a vote of confidence is taken, the Prime Minister will continue to share the post." Let's all work actively to get a vote of confidence. The Prime Minister said that the law related to transitional justice, the civil bill, the bill related to the Constitutional Council, and the pre-budget discussion will be taken forward in the House after taking the vote of confidence.
Prime Minister Dahal is going to take a vote of confidence from the House of Representatives according to Article 100 (2) of the Constitution. "If the party represented by the Prime Minister splits or if the party participating in the government withdraws its support, the Prime Minister must submit a proposal to the House of Representatives for a vote of confidence within 30 days," the article states. The Congress withdrew the vote of confidence given to the Dahal government on February 22.
As the Prime Minister prepares to take the vote of confidence, the power partner parties have called a meeting of their respective parliamentary parties. The main ruling party UML has called a parliamentary party meeting on February 29. UML chief whip Mahesh Bertaula informed that the date of vote of confidence is currently under discussion but the decision will be taken by the parliamentary party. "We have called a parliamentary party meeting on February 29, and the House meeting is on the 30th. There has been no formal talk about the Prime Minister taking the vote of confidence. If the government makes a decision, it will take a vote of confidence in the next meeting of the House of Representatives or soon after," he said.
The National Independent Party participating in the government has also called a meeting of the central committee on Monday. All MPs of RSVP are Central Committee members. RSVP Chief Whip Santosh Pariyar informed that the central committee will discuss and decide on the matter of the Prime Minister taking the vote of confidence from the Parliament. UML, RSVP and United Socialist Party have already participated in the government led by Maoist Chairman Dahal, while a minister from JSPA is yet to participate.
Earlier, Dahal took the vote of confidence in the House of Representatives for the first time on December 26, 2079, leading the government involving parties such as UML, RASWP, RPRPA, and JSPA. After the House of Representatives elections in November 2079, the government was formed under the leadership of Dahal in December 2079. He then had to take a vote of confidence. Even the Congress, which was sitting on the opposition bench at that time, gave a vote of confidence to Dahal. When the vote of confidence proposal was presented for decision, 268 of the 270 MPs present in the House of Representatives meeting voted in favor of Dahal. Only Chitra Bahadur KC of Rashtriya Janamorcha and Prem Suwal of Nemkipa voted against him.
With the presidential election, Dahal broke the alliance with the UML in the second week of February 2079 and started his journey to power with the Congress. After the alliance with UML was broken, Dahal took a vote of confidence from the House of Representatives for the second time on Chait 6, 2079. During the vote of confidence for the second time, Congress, Maoist Center, Jaspa, United Socialist Party, Janmaat Party, Democratic Socialist Party, Civil Liberties Party, Rashtriya Janamorcha and independent parliamentarians Prabhu Shah, Amresh Kumar Singh and others stood in favor of Dahal. During the second vote of confidence, 172 MPs voted in favor of Prime Minister Dahal out of 262 MPs present in the House. 89 MPs voted against Dahal, while Nemkipa stood in favor of 'no vote'.
While Dahal is preparing to take the vote of confidence for the third time, 153 MPs including UML, Maoists, Raswapa, Jaspa, United Samajwadi Party and independent MP Amresh Kumar Singh have appeared in his favor. Along with the Congress, 119 MPs are in the opposition including RPP, Janmaat, LOSPA, Civil Liberties, Janamorcha, Nemkipa and Amjanata Party. 1 MP each from Congress and UML is under suspension while the MP elected from Ilam-2 is vacant after the death of Subash Chandra Nemwang. In order to receive a vote of confidence, a majority of the number of MPs in the House of Representatives must vote in favor of the Prime Minister.
