According to an official of the Congress, in the discussion held on Monday night between party officials and ex-officers, an agreement was reached to find a middle way on Thapa's proposal. Earlier in Thapa's proposal, 'Due to the limitations of our election system, it may be natural to make certain common policies and programs after the election to coordinate for government operation, but the coalition culture before the election was not a regular political situation in democracy, but a forced situation. Keeping in mind that, by making a pre-election alliance, a situation will never be created where the voters will cast their votes on the election symbol of any other party.

After Thapa did not give up on the proposal to form an electoral alliance, some leaders of the establishment side called a central working committee meeting and put pressure on him to vote on his proposal. An official who participated said that because some other leaders of the founding party sought a middle way, saying that the general committee meeting would be polarized, it was easy to reach an agreement. There was also pressure to remove the issue of voting on tree symbols in the language that Thapa was prepared to amend.
