Now there is a lot of planning at the local level. Discussions are going on about what plans to make for the new financial year. In this context, the youth have started discussing the issue of inclusion in the upcoming plans of the local level.

They are preparing the outline of the program to address the problems and problems of the youth according to the local level . Seven local youths of Dang, Kapilvastu and Salyan gathered in Ghorahi and are looking for a way to include the youth plan in the plans being made at the local level. 

For this, they have held a meeting with the head of the local level and informed them about the plan . From this, it is believed that it will be easy to include the concerns of the youth in the local level planning . In order to increase the participation of the youth in the planning process at the local level, Yuvalaya and IM Swedish Development Partner are working on the capacity development of the youth. 

In order to learn the planning process of the local government, the youth have also practiced running the municipal council and the local shadow government at the local level. Such practice has been carried out in the context of declining political interest among young people and developing negative feelings towards politics.

The youth are learning through the shadow government to raise local problems and solve them together with the local government. How do local levels work? How is the work of the local executive and assembly? Most of the youth are not aware of this . Future representatives of the people have practiced assembly and government models as a platform to learn how to operate local government. Karuna Paudel, head of the shadow government of Ghorahi, said that apart from presenting policies and programs and the budget, youths are also doing question-and-answer work. She said that every month the shadow government holds a meeting and discusses local and youth issues and submits them to the local level.
