The physical structure of 'Janakpur Cigarette Factory Limited', which has a history of 6 decades, has been destroyed by the protests, where the headquarters and residence of the Madhesh state government are also located.

The anger of the government suppression of the Gen-G demonstration in Kathmandu on August 23 brought the youth to the streets in Janakpur the next day on August 24. A large group of protesters marched towards the Janakpur Cigarette Factory Limited (Jachukali), the headquarters of the Madhesh-Pradesh government.
All the buildings and residences are being used by the Madhesh state government except the main office where the general manager of Jachukali lives and the building where the cigarette production machine is installed.
The office of the Chief Minister and Council of Ministers is in the red bungalow next to the main building. Initially, the protestors created havoc from there - by entering the Chief Minister's office chasing the Nepal Police who were assigned for security. After looting, vandalism and arson, he erased the nameplates of the Chief Minister and Council of Ministers and wrote - 'Jen-ji Cabinet'.
Then that mob set fire to and vandalized the Ministry of Education and Culture, Ministry of Physical Infrastructure and Development, Ministry of Water and Irrigation, Ministry of Water and Irrigation, Health, Finance, Forestry and Environment and Industry and Tourism Office in the same building in the same building.
The crowd then entered the residential area of Jachukali, where a large number of state government employees live with their families. The protestors did nothing as the employees and their families stood with folded hands. Demonstrators also ransacked and set fire to the office of the provincial head and the residence of the secretaries inside Jachukali.
The chairman's bungalow in Jachukali, which is the residence of the provincial chief, the guest house in Jachukali, which is the residence of the chief minister, and the residence of the ministers were not damaged due to the activity of the Nepalese army. Demonstrators set fire to more than a dozen vehicles used by the provincial government.
After clearing the ashes of Jachukali, the state government has started preparations to run the secretariat again. For the time being, preparations are being made to operate from the covered hall of the Chief Minister's Office in Jachukali. After the federalization of the country, the federal government gave permission to keep the secretariat of the state government in the residential area of the Janakpur cigarette factory. The physical structure of Jachukali has been destroyed when the provincial government was attacked by the movement of Gen-ji.
Jachukali, who once paid the highest taxes to the nation, gave direct employment to around 4,000 people and witnessed most of the protests, became a victim of youth anger. Apart from the factory building and the main administrative building on 8 bighas of Jachukali, which is 33 bighas and 9 acres of land, the area currently houses the headquarters and residence of the Madhesh province government.
All the ministries and ministers, secretaries and staff of the Madhesh state government, except for land management, agriculture and cooperatives and the state assembly secretariat, are housed within Jachukali. In Jachukali's own school, the office of the Chief Justice is located, and a unit of armed police has been deployed for security in the hospital building. The Ministry of Education and Culture has been set up in the bank building.
After the regional structure, the government not only designated Janakpur as the temporary capital of 7 provinces, but also allowed to use the housing area of Jachukali. The then Home Minister Bimalendra Nidhi decided to bring Jachukali under the District Administration Office Dhanusha and allow the state government to use it.
The golden history of Jachukali
The slogan of the 'Yak' cigarette produced by Jachukali and the most consumed was, 'Akbari Sun does not need to be worn.' The non-filtered 'Ganda' cigarette was preferred from the plains to the mountains. Jachukali, which manufactures cigarettes of 'Yak', 'Ganda', 'Sayapatri' and 'Deurali' brands, has stopped production of cigarettes from Chait 068. This factory has been closed since June 20, 2017.
When the then President of the Soviet Union, Marshal Borosilov, visited Nepal on January 24, 2016, an agreement was signed to invest in Janakpur Cigarette Factory, Khopasi (Panauti) Hydro, Pathlaiya-Dhalkebar section of the then Mahendra Highway, Agricultural Materials Company, Kanti Hospital, Birganj Sugar Factory, etc. In Nepal, tobacco was produced by Ammali's Bhartheg Bindi and Indian cigarettes. The government thought of establishing a cigarette factory in Nepal as well. The foundation stone of Janakpur Cigarette Factory was laid on 8th of November 2019 after receiving support from the Soviet Union. The factory was inaugurated by the then King Mahendra on December 29, 2021.
A cigarette manufacturing factory, administrative building, tobacco warehouse, residential area, guest house, Baidehi school, hospital, covered hall and football field were also built within Jachukali. Anurag Giri, an old employee of Jachukali, says, "The children of the employees used to study in Jachukali school, they got treatment from the hospital there," says Anurag Giri, an old employee of Jachukali, "Jachukali was not only a factory, it was also a home for hundreds of families."
300 employees of Jachukali operations were recruited. The initial authorized capital of the factory was Rs.8 crores and paid up capital was Rs.4 crores. Before Bahudal, Jachukali earned an annual profit of 75.4 million rupees and paid 33.5 million tax to the government. According to Giri, an old employee, Jachukali was not only a factory that paid the highest taxes to the government, but also promoted sports by paying Nepali athletes.
"All sports players were contracted by Jachukali," Giri remembers, "The job of the players was to practice the game and play competitions with Jachukali's team." According to ex-employee Pawan Lal Karn, who has played in many national and international handball tournaments for the Jachukali team, Jachukali not only encouraged the game, but the livelihood of the players' dependent families also depended on it. Our job was only to play. From sports materials to salaries, Jachukali used to deliver,' says Karn, 'Jachukali produced good players.' According to
employee Ramlakhan Sharma, in the initial stage of Jachukali, cigarettes named 'Asha', 'Jwala' and 'Garud' were started. "Later, Ganda, Chuchura, Singh and Janki cigarettes were produced," Sharma said, "After that, Munal, Koseli, Kasturi, Dobhan and Himchuli cigarettes were also introduced in the market." "Yak, Deurali, Sayapatri, Uphaar and Laliguras cigarettes were the latest products of Jachukali," he says, "Yak, rhinoceros, Deurali and Sayapatri were preferred among all these products." 4 thousand 700 workers were employed in Jachukali and cigarettes were produced in three shifts. Jachukali is the first factory in Nepal, where the railway line was laid to bring the raw material of cigarettes.
Not only Janakpur, there were buildings and land in 26 cities of the country - Jachukali. After Jachukali went into losses, many buildings and land were sold and salaries were paid to the employees. Jachukali's building in Baneshwar, Kathmandu has been sold. The two-storied building of Jachukali's regional office in Butwal is currently lying unused with one Kuruwa. Narayangadh building is also not in use. Jachukali's land in Dhanusha, Mahottari, Biratnagar, Udaipur, Birgunj, Pokhara, Narayanghat, Nepalgunj, Surkhet, Dipayal, Sindhuli, Dhangadhi is unused.
There was great joy in Janakpur on the opening day of Jachukali. Hundreds of people witnessed that moment. Jachukali, which is the backbone of the country, not only became a witness of political change, but also suffered its wrath. Parties were banned when the factory received Soviet support. After the restoration of democracy, in 2016, Industry and Commerce Minister Ram Narayan Mishra in the government led by BP Koirala decided to establish a cigarette factory in Janakpur. But after the independent Panchayat came on 1st January, 2017, there was doubt whether Jachukali would be formed or not.
In the year 2046, with the establishment of Bahudal, the production and market expansion of the factory was increasing. In the 046 movement, the factory siren sounded at a different time – one day. The people of Janakpur were surprised. All the factory workers took to the streets. On that day, Janakpur's movement reached its climax. Gradually politics also entered Jachukali. Monopoly of employees in the name of trade union
increased. Political appointments began to be made in the leadership. Jachukali's market shrank after competitor Surya Toba entered the market. Jachukali, which paid the highest taxes to the country of Ekta, began to run at a loss. On 20 June 2070, the government led by Chairman of the Council of Ministers Khilraj Regmi decided to close Jachukali. Will it be re-operated, privatized or used for the headquarters of the provincial government? This dispute is ongoing.
2nd week of January 2075. The government of Madhesh province was just getting stronger. While busy arranging chairs-tables-carpets in the ministry, the then industry minister Matrik Prasad Yadav along with Lavalaskar reached the main administrative building of Jachukali. Media personnel were also called there. Yadav became angry after the offices of the Chief Minister and Council of Ministers were placed outside the residential area designated for use by the state government. After the then Chief Minister Lalbabu Raut, who was running the office from the government residence, placed the Chief Minister's office in the work department building of Jachukali, there was a tug of war between Yadav and Raut.
will be brought back into operation soon. I have asked the state government to shift the place," said the then Industry Minister Yadav to the media. Although Yadav tried to oust the state government from Jachukali, the then Chief Minister Raut changed the name of Jachukali to 'Madhesh Bhawan'. After changing the name of Jachukali to Madhesh Bhavan, the then Minister of Industries Yadav had the board of 'Janakpur Cigarette Factory Limited' hung at the main gate of the Chief Minister and Council of Ministers office.
On 11th July 2079, the then Industry Minister Dilendra Prasad Badu, who came to inspect Jachukali, said that Jachukali will be brought back into operation. How many machines can be used at a time? Will the government of Nepal run it by itself or bring it into operation together with the private sector? That matter will be decided after discussion,'' Badu had said at that time. However, Jachukali ex-employees and technicians say that it is not possible to revive Jachukali with dilapidated buildings and rusting machinery. "In the current situation, no one, government or private sector, can operate Jachukali," says Anurag Giri, former general manager of Jachukali, "Big houses from India, China and Nepal have shown interest in operating Jachukali, but it is not likely." Who buys the rotten goods? On top of that, there is only one government sitting in Jachukali," he says, "Who will tell the government to leave? So re-operating or privatizing Jachukali is just a political stunt.'
After 11 years since Jachukali was closed, almost all the federal industry ministers have been promising to bring Jachukali back into operation. However, the addition of ministries, agencies, departments and offices of Madhesh province government has not been stopped within the time limit. Jachukali has been given to the provincial government on the condition that the old structure will be maintained and used without building a new structure. However, the state government, which has been using Jachukali for 7 years, has constructed separate buildings for the Ministry of Home, Communication and Law and the Ministry of Youth and Sports. Many new buildings have been added to the residential area.
The state government will stay inside Jachukali or build an administrative building elsewhere, it is confusing. There are two problems of land acquisition in Janakpur. One, land prices here are high. Secondly, most of the land belongs to Guthi Sansthan and Math-Temples. Jachukali is in the main market of Janakpur. The Madhesh state government, which is stuck in one place, likes the complex of Jachukali. Jachukali is also mentioned in 'Brief Introduction of Madhesh Pradesh Government'. Most of the ministries, including the office of the Chief Minister and the Council of Ministers, are working by renovating the old buildings in Jachukali according to the decision of the provincial government. The old houses of the cigarette factory have been renovated and accommodation arrangements have been made for the state heads, chief ministers and ministers,'' is written in the brief introduction of the chief minister's office.
Madhesh Chief Minister Satish Kumar Singh Jachukali says that there is no immediate plan to shift from here as it is currently under the ownership of the state government.
